EARLY TIMES REPORT
JAMMU, May 8: "Disengaging Pakistan, because of Osma bin Laden's episode in Pakistan, certainly would not be a very wise move… The issues [in India-Pakistan ties] will have to be played very carefully, cautiously, [given] the fact that Pakistan is our neighbour…Despite Osama episode, we will have to deal with Islamabad..." Who said so? Foreign Minister S M Krishna. When did he express these views? He expressed these views on May 6. Where did he express these views? He expressed these views in Singapore. He shared his views with the correspondent of The Hindu prior to his departure from Singapore on May 6 after a visit to Malaysia and Singapore.
What was the background in which Krishna advocated the need for a dialogue with Pakistan? He advocated the need of dialogue at a time when Pakistan Foreign Secretary Salman Bashir had already rejected-out-of-hand the Indian demand for action against those involved in the 26/11 Mumbai terror attacks - attacks that had consumed more than 165 innocent lives -- and when he had dismissed the demand as "outdated"; at a time when he and Pakistani Army chief General Ashfaq Parvez Kayani had warned India of dire consequences if New Delhi dared to replicate Abbotabad in order to capture and kill the likes of Hafiz Saeed; and at a time when the Pakistani and the American duplicity stood exposed in the eyes of the international community. This was the background;
"Disengagement with Pakistan is not an option India should consider…Engagement with Pakistan is not a signal of helplessness but a very rational decision and that's the best way forward for our people. Should we be engaging with Pakistan in the face of all that's happened? I don't think that's relevant in the context of India and Pakistan. With such a long, contentious, complex and conflictual relationship, the way forward is to ensure that dialogue takes place between the two countries in order to resolve outstanding issues despite the concern in India about the threat of terrorism from Pakistan. We have to engage with Pakistan. So the issue of disengagement as being suggested by many in the U.S. Congress or elsewhere does not seem logical at all…Geography is destiny. Pakistan is our neighbour and we wish to engage with Pakistan on a whole spectrum of issues which concern the normalisation of relations between the two countries. But the issue of terrorism is very important and sanctuaries and safe havens for terrorism on Pakistani territory have caused suffering not only in India and our region but it has also turned against Pakistan itself today. So I hope the Pakistani leadership will understand that and we see a change in the days to come."
Who said so? Foreign Secretary Nirupama Rao, who is on extension, said so. Where did she express these views? She expressed these views at Paris, the capital of France. When did she express these views? On the day Foreign Minister Krishna expressed identical views at Singapore. What was the background in which she made such comments? The background was the same in which Krishna expressed himself in favour of dialogue with Pakistan. Before whom she expressed her views? She expressed her views during a speech at the French Institute for International Relations (IFRI) and while interacting with a group of researchers, academics, journalists and public servants.
