J&K's plan finalization by May end, WG meeting on May 23

JAMMU, May 8: In complete contrast to certain media reports, Annual plan for the year 2011-12 for Jammu and Kashmir is likely to be finalized when a high level team, headed by the Chief Minister Omar Abdullah, from the state will meet Planning Commission in the union capital in the last week of May.
Sources said that a high-level team, comprising of chief minister Omar Abdullah, finance minister Abdul Rahim Rather, economic advisor Jalil Ahmed Khan and administrative secretaries of planning and finance departments will leave for union capital on May 28 and hold the meeting tentatively on May 29. "They are scheduled to meet Deputy Chairman of Planning Commission Montek Singh Ahluwalia on March 29 for finalizing state's annual plan," said the sources.
Ahead of this crucial meeting on tentatively on May 29, sources in the planning commission said that working group discussions over Rs. 6600 crore plan proposals of Jammu and Kashmir would be held on May 23. They added that an official communiqué has been sent to the state government intimating them about the working group meeting on May 23.
After the working group meeting is over, sources said that Chief Secretary of Jammu and Kashmir along with Planning Commissioner would hold a wrap up meeting with B. K. Chaturvedi, member of Planning Commission and incharge Jammu and Kashmir. They added that after this meeting, the commissioners and other top officials would await for the outcome of meeting between Chief Minister and Deputy Chairman of Planning Commission of India.
Sources further said that the dates were finalized in a meeting between a top official of J&K government and the Advisor on J&K in the planning commission Prem Narayan held on May 4. They stressed that draft of the annual plan has been okayed by all the administrative secretaries of the Jammu and Kashmir government and is now awaiting nod of the planning commission of India.
Contrary to certain media reports, it needs to be mentioned here that annual plan of J&K is always assented to by the planning commission after the plans of almost all other states are finalized. Sources in the commission accepted that while the planning department of J&K come up with the plan draft within no time, it is the issues related to disbursement of funds and submission of utilisation certificates which results in planning commission preferring to take up J&K in its last leg.
On the other side, sources in the finance department put the blame of delay in the submission of utilisation certificates on the inability of administrative secretaries to get the same from their juniors at various levels. Meanwhile, Planning Commission has agreed in principal for 10 per cent step up in the previous year's annual plan allocation and only formal announcement is to be made after May 29 meeting.
PC has also assured extension of Prime Minister's Re-construction Plan (PMRP) for next financial year. Jammu and Kashmir government has already presented its annual budget before the state legislature and even passed it in the month of March by incorporating tentative figures after assurances from Prime Minister Dr Manmohan Singh and planning commission that this year the state would roughly be entitled to Rs 6600 crore annual plan allocation.
