Wani's promise of zero tolerance
Will he seek Major Avtar's extradition?

JAMMU, May 9: The newly appointed Minister of State for Home, Nisar Wani promised zero tolerance on human rights two days ago. Similar promises have been made by the Chief Minister repeatedly. However, both of them seem in no mood to seek Major Avtaar Singh's extradition.
Major Avtar Singh is wanted in a case of murder in Kashmir. A Srinagar court has urged the Interpol to get the erring Major arrested. The state government has also been directed to ensure presence of the Major in the court.
The Major allegedly abducted noted human rights activist and lawyer, Jaleel Andrabi near Rawalpora, Srinagar in March 1996. His body was fished out of Jehlum on March 27.
The Major was arrested by the US police for a domestic dispute last month. His wife filed the complaint and also told the police that Major was wanted for a case of murder in India. His arrest was perceived as a victory by Jaleel's relatives and friends. Newspaper reports suggested that the Jammu Kashmir police had sent a team to New Delhi to impress upon the government of India to seek Major's extradition. However, informed sources revealed that no team had been sent to Delhi. "The state government did not even call the concerned in New Delhi", they said.
As the State Government's `inaction' evoked severe criticism, the Chief Minister stated that papers for Major's extradition had been prepared. The latest developments in the case are not known.
The State Government, according to the Chief Patron of Association of Parents of Disappeared persons (APDP), Advocate Parvez Imroz is under a legal and constitutional obligation to try for Avtaar's extradition. "The government has filed a case of murder against him. He has to be brought to justice", he said.
Soon after Chief Minister's statement, a video clip showing an American official saying that Major was US radar but shall not be extradited as no formal request had been received by any government. The video also shows the Major refuting `allegations' of killing noted lawyer and human rights defender Jaleel Andrabi. The video is actually a news report aired by a local US television channel. "The Islamists want to kill me", he tells the channel.
