FORMULATE WAYS AND MEANS TO COVER THE ECONOMIC LOSSES IN 2-G SCAM

The fate of the nation has been placed at stake by the some of the vested interests by indulging in the corrupt malpractices. Right since Independence , the corrupt practices have flourished beyond one’s imagination and the rate of scams multiplied too unabated . Every scam that rocked the public domain was worse and heavier than the preceding one amply reflecting one thing that had the evil nipped in the bud corruption tree would not have grown stronger by now .The image of the country would have quite different making the life of every citizen a peaceful ,congenial and salubrious one to feel others in the world to vie to seek asylum over here but the present circumstances have soured life so miserable that those who once in the life if ever meet the chance to go abroad ,shirk to come back and think hundred times before even giving a thought to think so in the wildest of their dreams. No doubt the life of those Indians who have settled abroad is very rosy but the conditions and the system abroad that runs the governance in most disciplined ways forces the people living as an alien to be in the safer hands, comparatively than over here. How much unfortunate we are, that despite the head of the coalition government being a very sincere, honest, simple and above all keeps an unblemished track record, the country has not been able to escape of the scams. His compulsions to run the clubbed political institution is notably understandable but too much laxity even sometimes allows a commoner to cast doubt upon his personal commitment in handling the corrupt hawks working under his nose. It sometimes looks as if he has grown a bit selfish to hold the power corridor otherwise an individual holding a character of simplicity and saint appearance should in no manner be biased in his working .Sometimes delayed action from the top most functionary in spite of having the knowledge in itself leaves for the opponents and critics to raise doubts about partisan outlook. For example, in the case of Suresh Kalmadi ,inordinate delayed action allowing the culprit to settle the scores ,has definitely raised many questions about the seriousness of those at the helm of affairs and their pious working as well.
No doubt ,the premiere investigative agency CBI has filed two charge sheet before the supreme court on the issues connected with the 2-G specturum and former telecom minister A.Raja ,the prime accused along with other heads of the various telecom companies have been put behind the bars in the last four to five months holding them responsible for manoeuvring 2 –G licences and spectrum in the irregular manner and further their bail applications have been rehected by the respective court is a good sign of transparent speedy investigation but what is desired is much more than this. The reason to cite so is on the account of the fact that another main accused who is surfacing is DMK Rajya Sabha MP,Kanimozhi,daughter of C M of Tamil Nadu and she is still taking pride in to claim that she will fight a legal battle as she has done nothing wrong . May be ,she manage to prove her innocence but at least when ugly details are tumbling out against her ,she should not be enough time to escape the clutches of the law. Sometimes it looks as if once again ,it is coalition partners pressure which is hunting the investigators to adopt wait and watch policy.
The apex body of the justice, the Supreme court of India must lend full support to the CBI as well as to Comptroller and Auditor General of India in exposing the main offenders by rejecting the bail application for the smooth handling the most sensitive and biggest scams ,of the post Independence era of India .The proceedings of the Joint Parliamentary Committee led by the veteran leader of BJP,Dr.M M Joshi,after traumatic sittings stated in his initial draft report that net loss the national exchequer by the 2-G spectrum was Rs. 1.90 lakh crore while granting 122 licences to different companies in the year 2008 whereas the CAG had put forth the hypothetical loss to the whooping range between Rs. 57,000 crore to Rs.1.76laks crore .Similarly the CBIhad projected the et loss around 30,000 crore in the charge sheet whereas the Public Accounts Committee on the basis of the reports g the Dr. S.Swamy ,President of Janta Party ,highlighted the loss around 97,000 crore. The question of the these emerging figures is no more startling but what is shocking is that these these politicians have taken the national exchequer as their personal property to stash away at one’s own sweet will without the fear of law. It appears as if they lost the sense of fear element and thrown it in the dustbin to enjoy the power without threat and taken the ride for granted .
These differing figures are not a healthy sign of progressive and speedy investigation to nail the real culprit . The urgent need of the hour is to form a joint panel of CBI , PAC, CAG,Telcom Ministry and above all JPC functioning as the fountain head to whom all these independent agencies working under one shade respond to for eliciting the truth and Supreme Court fully back JPC to deliver the goods until the property of all those who would be found guilt and held accountable for the official misuse of power and misappropriation of the property ,do not get confiscated .Mere punishment of few years is not going to set the rotten set up in order .Such ways and means have to be evolved that cover up the economic losses caused to the national exchequer so far through this corrupt business of allocating the licences of dual technology and 2-G spectrum .Allocations should be cancelled and fresh tenders should be floated and wrongful beneficiaries must be directed to make good the loss .The apex body of the justice must set up an example by passing an order that in the near future who so ever found indulging in such type big frauds that may lead to shatter the national economy shall have to forfeit his property . Unless drastic steps will be taken ,there seems no ray of hope of any improvement or reversal to the path of treading on the honest ways .Loose approach will perpetuate the corruption
