Government approves pro-separatist book for schools, libraries

Jammu, May 10: Concerted moves are afoot to pollute libraries and educational institutions in the already separatist and militant-infested Jammu and Kashmir and officially promote separatism. The case in point is the highly questionable and disturbing decision of the Director School Education, Jammu, to direct the concerned authorities to purchase the controversial book published by Nature Human Centric People's Movement, India. The book is entitled Collected Works of RP Saraf. Nice Printing Press, Gaziabad (UP), has printed it. The controversial book has been purchased by a number of Jammu province-based libraries and educational institutions. It was on February 14, 2011 that the Director School Education, Jammu, issued the controversial order vide No DSEJ/Acctts/5409-20, dated 14-02-2011.
To say that the Director School Education, Jammu, did not go through the book under reference would be to cross the line. He must have recommended the book after going through it and appreciating the content the book contains. In fact, a report suggests that "the book has been approved on the recommendations of subject experts during the book fair organized by the Directorate of School Education, Jammu, on January 128-19, 2011 in Government Girls Higher Secondary School, Shstri Nagar." Who were these "subject experts" and what induced them and the Director School Education, Jammu, to approve and recommend this book for educational institutions and libraries?
That Collected Works of RP Saraf promotes separatism and hatred for India and the Indian political and constitutional system could be seen from the fact that the book has sought its readers to believe that "Jammu Kashmir is a disputed territory and for resolving the problem, it should be constitutionally accepted as an independent state enjoying sovereign powers in all matters, except defence and foreign affairs, which should be entrusted to a joint Condominium of India and Pakistan."
Just have a glance at page 126 of the book and see for yourself what RP Saraf stood for and advocated. It, among other things, says if the authorities really wish to restore normality in the state, it has no other alternative but to declare ceasefire, release "political prisoners" (read those accused of revolting against the state and committing heinous crimes), end violation of human rights, withdraw certain number of troops deployed in Kashmir and constitute Indo-Pakistan commission to look into the complaints of human rights abuses and so on.
Also look at page 301 and see for yourself as to what Saraf stood for. The page throws light on the interview Saraf once gave and it has been published under the caption "Kashmir Struggle No Terrorism - What is The Solution?" Saraf describes Kashmir as the "world's flash-point and a disputed question between India and Pakistan." The book also says, "The ongoing Kashmir struggle is against the misrule of New Delhi. It is in no way terrorism as the people of the state are striving for their rights."
And, it is this book that has been approved of and recommended by the Director School Education, Jammu. Incidentally, the school education is under a Congress minister. It appears it is a deliberate move on the part of the pro-separatist forces in the state government to vitiate the educational institutions and directly promote the cult of separatism, based on fanaticism.
What Saraf wrote was expected of him. For, he was a known Naxalite, supporter of the Chinese Communist Party and a sympathizer and supporter of Kashmiri separatists and communalists. It would not be out of place to mention here that Saraf, born at Samba in 1924, remained in jail for several years, as his activities were considered anti-national. He was once arrested under Defence of India Rules and the charge against him was that he had supported the stand of the Chinese Communist Party on India. Saraf also remained underground for several years. However, it was not expected that the authorities in the education department would ever promote whatever Saraf wrote. The Education Minister, in-charge of School education, would do well to direct his Director School Education, Jammu, to withdraw forthwith his controversial order. This is a must.
