Nimoo-Bazgoo, Chutak hydroelectric projects likely to hit roadblock | Pak approaching ICJ | | Syed Junaid Hashmi Jammu, May 10: If reports appearing in Pakistani media are to be believed, two hydroelectric projects nearing completion in Ladakh region of Jammu and Kashmir are likely to hit the roadblock. Media in Pakistan has been persistently talking of its government approaching International Court of Justice over Chutak hydroelectric Project and Nimoo-Buzgo hydroelectric project. Though the charge of Pakistan has been dismissed by Indus Water Commission (IWC) repeatedly yet government on the other side of international border has decided to approach International Court of Justice. Pakistan is approaching ICJ despite calling Jammu and Kashmir its jugular vein. Earlier, Pakistani Indus Water Commission had raised seven objections on the given design of dam being built for Chutak Hydroelectric Project on River Indus during the second round of Indus Water Commission meeting. Pakistan has also sought details about the water being used for agriculture and power generation. Ironically, Pakistan's unfounded objections over Chutak and Nimoo Bazgo hydroelectric projects were that these two projects are blocking 35,000 MAF water flow in the River Indus. Pakistan had further asked the Indian government to install a monitoring system to assess water level and river water flows in Indus, Chenab and Jhelum rivers on which hydro power projects and agriculture system of Jammu and Kashmir is dependent. 44 MW Chutak Hydroelectric project being constructed by National Hydroelectric Power Corporation Ltd. (NHPC) is located in Kargil district of Jammu & Kashmir on River Suru, which is a tributary of Indus. The project will be completed by August 2011 and involves 47.5m long Barrage having 15m height above the crest level, approximately 160m long 4.5m diameter two intake tunnels and an underground power house with transformer cavern cum draft tube gate hall. According to a report, 75 percent work of Chutak hydroelectric project has been completed involving an expenditure of Rs. 522 crore of the estimated cost of Rs. 621.26 crore. The project is likely to be made operational by August 2011. Similarly, the 45 MW Nimoo-Bazgo Hydroelectric Project is located near Leh and will be completed by September 2011. It involves construction of dam, coffer dam, diversion channel, power house and other defined facilities. 80 percent works of the project have been completed involving an expenditure Rs. 528 crore of the estimated cost of Rs. 611 crore. It needs to be mentioned here that high powered cabinet Committee on Economic Affairs (CCEA) approved setting up of Nimoo Bazgo Hydroelectric Project (3 x 15 MW) by National Hydroelectric Power Corporation Limited (NHPC) at an estimated cost of Rs. 611.01 crore by reallocating grant earmarked for the 220 KV Srinagar-Leh transmission line to this project. The project is intended at reducing power shortage in the Ladakh region of Jammu and Kashmir. Ladakh region is not connected with the Northern grid and the entire power generated from the project would be absorbed in the Ladakh region. Project site is located near village Alchi and is about 70 km from Leh. Similarly, Chutak Hydro Electric Project located on river Suru in Kargil district. The project site (Barrage) is located near village Sarzhe (upstream of village Chechatang) and the powerhouse is proposed on right bank of river Suru near village Chutak (just opposite village Minji) Powerhouse and Barrage sites are 9 km and 15 km away respectively from Kargil on Kargil-Zanskar road. |
