Dev alleges discrimination against Jammu in KAS selection | seeks bifurcation of PSC | | EARLY TIMES REPORT Jammu May 11:- Harsh Dev Singh said that several Jammu based candidates with higher merit in the written test of KAS were marginalized and rejected by giving them negligible marks in the interview. On the contrary, he claimed that there were several blue-eyed candidates who despite lower merit in written exam were given maximum marks in the viva-voice so as to ensure their selection. He said some of the members of the Selection Committee had selected their own relations and wards by giving them high marks by throwing all norms and canons of morality to the winds. He claimed that a large number of highly qualified students of Jammu including scholars were given as low as 8% to 10% marks in the interview and rejected summarily despite their high merit in written exams resulting in great unrest and resentment amongst the educated youth. Harsh Dev Singh further called for introduction of reforms in the process of selections by PSC so as to make the same transparent and accountable. He called for induction of men of proven integrity in the PSC and due share to Jammu intellectuals in the selection committee. He called for bifurcation of PSC so that equitable number of KAS seats could be ensured to both the regions of the state. He said neglect of Jammu youth and blatant discrimination against them in the process of selections shall be forcefully agitated in the Assembly and fought tooth and nail. Harsh Dev Singh further questioned the rationale behind reduction in the age limit for KAS from 37 to 35 years. He said whereas the age limit for all other gazette posts including Assist. Director, Lecturers, Assist. Surgeon had been fixed at 37 years it was ironical that the age limit for KAS had been fixed at 35 years. Mr. Singh said even the UPSC had given relaxation of five years for J&K State in Indian civil Services but strongly the J&K government had restricted the age limit to 35 years. Harsh Dev Singh further called for holding KAS exams a ~ual basis rather than the prevalent practice of holding it after 2-3 years. He said if UPSC could hold IAS exams annually, why could a state not hold its Civil Services exams on annual basis despite having adequate paraphernalia. Harsh Dev Singh further castigated the PSC for huge fee structure for KAS exams. He said that whereas the UPSC was charging merely Rs. 270 for conduct of exams, it was strange the PSC of our state was charge Rs. 1300 for holding the KAS and other civil services exams. He further flayed the undue weightage being given to certain subject at the cost of others. Harsh Dev Singh warned the government to desist from the policies of bias and prejudice against Jammu region failing which educated unemployed youth shall be forced to launch a vociferous campaign and stir for its ouster.
