EJAC convention takes note of employees’ woes | | | EARLY TIMES REPORT Jammu, May 11: A day long convention of the government employees organized by EJAC stressed need for value based trade union culture here today. The convention was attended by scores of delegates and observers from all parts of the state. The convention also discussed the fall out of 2010 strike and expressed concern over failure of the government to implement a part of agreement. The house resolved that any attempt to hijack the broader platform of employee’s unity should be discourage and discredited in the present circumstances. This house resolved that the different factions of EJAC be dissolved and a new platform be formulated on the basis of principle and value based. The house also decided that those who have violated the house decisions in the pass and created indiscipline should be isolated from the broader united platform. The J&K Government has miserably failed to implement a part of the agreement viz: 1. The Govt. has miserably failed to form the policy for regularization of the Daily Rated workers as per agreement govt. which was agreed on 14th May 2010 to submit the report within 6 months but failed to far. 2. Govt. also has not issued the order of contractual and adhoc employees which were to be issued August 2009 as announced by the Govt. in floor of the house and 14th May 2010 Cabinet sub-committee announced to issued the orders within 15 days but failed till so far. 3. The roadmap of the State govt. employees and pensioners for the release of 6th Pay Commission arrears is totally unacceptable and to the employees that is in respect of half of the amount of arrears about the other half of the govt. had tried to abdicate its responsibility to Central Government. The so called roadmap rejected lock stock and barrel to all employees unions including the released arrears for the pensioners. 4. It is unfortunate that the State Government is using the pretext of economic crunch even in timely release of DA installments when there is no economic crisis in respect of pay perks, salaries, allowances, accommodations and conveyance of the ministers and legislators. 5. Removal of Pay Anomalies of different Carder and implement the agreement of clerical cadre on 10-03-2008. After threadbare discussions on the above agenda, the house unanimously resolved to form a monolithic unity of the state employees under single banner on the principle of ethic values. The focus of the house was that the activists, officer bearers and the leaders of the associations/unions constituent units of the EJAC should be basically non party character and should not directly affiliated with any of the political parties based on the principles adopted during the formation of the EJAC since 14-11-1991. The convention analyzed the last year employees strike discussed in detail the high handiness and strong arm tactics of the state government jettisoning all trade union and democratic rights of the employees by imposing ESMA and other black laws to intimidate and harassed the employee’s movement. The convention also disused the negative role of a section of the employees leadership to sabotage the movement. The divided movement and lack of rapport of the leadership with the employees at the gross root level led the movement not to achieve the logical conclusion. It was decided the dialogue / deliberation with the other section of EJSE will start after the day this convention.
