Cabinet approves extension of policy after nod from GOI | Surrendered militants also become beneficiaries of ex gratia relief | | Early Times Report Jammu, May 12: In a major decision soon after shifting of Durbar to summer capital, the government today effected a significant amendment in its policy of giving ex gratia relief to the militancy violence victims by incorporating the surrendered militants in this category. The state cabinet which met in Srinagar after reopening of offices there, approved the amendment which will facilitate extension of the all benefits under ex gratia relief policy which was hither to confined to the families of civilians alone. Even though the move was under consideration of the coalition government for quite some time , but it took a formal shape today when cabinet gave its nod for implementation. The State Cabinet, which met here today under the chairmanship of Chief Minister Omar Abdullah formally approved the extension of ex-gratia relief to the surrendered militants in case of their death in militancy related incidents. There is no change whatsoever, in the benefits in terms of either the amount or job to the next of kin or money in lieu of job, as being given to the civilians , said sources. The only condition after this amendment is that ex gratia relief will be extended only if the surrendered militant gets killed in militancy related incident. Sources said the NC led coalition government had prepared a proposal in this direction few months back and sent it to Government of India for proper sanction. It took quite some time in the correspondence and queries related to subject with GOI, said the sources adding that the money which shall be accrued on this account has to come from the Union government which is why their sanction is mandatory. Upon nod from the GOI, the government effected proper amendment in its policy of giving ex gratia relief and teh cabinet gave its formal approval to amendment in the meeting held today. It is pertinent to mention here that under this policy, ever since eruption of militancy in the state, the state government has been giving ex gratia amount of Rs one lakh to next of kin of those who get killed or victmised by militancy related incidents. Besides, under this policy, apart from Rs one lakh, the government gives job to at least one member in the familiy of the victim. However, lately the policy was amended on this front as well by extending Rs 4 lakh in lieu of the job to the kin of victim as the state is not in a position to accomodate people in the government jobs. However, same rules and regulations would now be followed under the policy for surrendered militants and their kin, in the vent of the event of their death shall also be beneficiaries. Sources said there was great pressure on the government as it was long pending demand from the surrendered militants and their families for entitlement to this benefit, contending that surrendered militants have increased threat for lives after they give up arms and shun the path of violence. In another decision, the cabinet approved promotion of three officers of Finance department in the special scale (Rs 37400-67000) plus grade pay of Rs 8700. These are Shugufta Qazi, Tehsin Mufti and S. C. Bandar with effect from March 28, 2011. It also sanctioned selection grade (Rs 15600-39100) plus grade pay of Rs 7600 to eight officers of accounts service with effect from March 28, 2011. These officers are Pritam Singh, Ifthikar Hussain, Tahir Hussain, Latief Ahmad Poswal, Manzoor Ahmad Wani, Mohammad Ayoub Nasir, Seema Bashir and Mohammad Sidiq.
