Government’s dual policy: Militants are patronized & taxpayers humiliated | Dogra Certificate | | MINCING NO WORDS NEHA EARLY TIMES REPORT JAMMU, May 14: Strange is the existing political system in Jammu and Kashmir. Those who pay tax for everything they purchase and consume are at the receiving end; they are even despised and their genuine demands rejected out-of-hand saying their demands are divisive and saying their demands, if accepted, would further alienate the already rather alienated people of Kashmir and their leaders like Syed Ali Shah Geelani, Mirwaiz Umar Farooq, and even some of the so-called Kashmiri mainstream leaders, including those belonging to the ruling party National Conference and the main opposition People’s Democratic Party. The so-called national party, Congress, which is sharing power with the National Conference, has been extending unflinching support to whatever the latter does to pamper Kashmir and harm and humiliate the Dogras of Jammu province in the name of the so-called Kashmiri alienation. The case in point is the revocation of the Dogra certificate order under which the Dogras were entitled to enjoy some paltry concessions in terms of height and chest expansion and the acceptance of the so-called surrender and rehabilitation policy under which those who take to gun and then surrender would be rewarded, pampered and rehabilitated with honour at the cost of the taxpayers’ money. It bears recalling that the National Conference-Congress coalition government, in collaboration with the Congress-led UPA Government at the center, adopted on May 12 surrender and rehabilitation policy that also entitles the surrendered militants and the families of the slain ultras to loot and fleece the state exchequer. What exactly does this policy provide for? It provides for the extension of the scheme for payment of cash compensation at the rate of Rs 4 lakh (excluding ex-gratia relief of Rs 1 lakh) to next of kin of civilians as well as surrendered militants killed in militancy-related incidents under Security Related Expenditure (Relief and Rehabilitation) to cover the backlog of 681 cases, including 391 cases of next of kin of civilians and 290 of next of kin of surrendered militants. The implementation of this policy would mean an estimated expenditure of Rs 27.24 crore to start with. Besides, the approved policy would induce the Kashmiri youth to first take to the gun and then surrender in order to loot the taxpayers’ money. What does all this show? It shows that the Dogras of Jammu, who contribute more than 70 per cent revenue to the state exchequer every year, have no place whatever in the government’s scheme of things and that the state government is using the taxpayers’ money for pampering, promoting and rehabilitating those who had attacked, and continue to attack, the institution of the state and who had killed and maimed, and who continue to kill and maim, innocent civilians and our jawans in the name of Kashmir’s freedom. What is this? How could the government withdraw the Dogra certificate meant for the taxpayers and how could it use their money for the well being of the ultras? It is also disgusting to note that while the state government has opened the public treasury for the ultras, it has adopted a policy of repression towards the unemployed technocrats and other unemployed Dogra youth.
