| NC boycotts working group meeting on good | | governance, formation of a nodal agency to check excesses proposed | | Srinagar, Nov 20 National Conference boycotted working group meeting on good governance which was held in Jammu the winter capital of troubled Jammu & Kashmir State, while Panthers Party also stayed away from the meeting. However meeting amid absence by both National Conference and Panthers Party sought establishing of a Nodal Agency to look into the excess meted out to Kashmiri outside Jammu & Kashmir State. The meeting, according to reports reaching here, was chaired by Chairman of the said working group A. K. Saxena and among others senior Government officials and representatives of various political also attended the meeting. Ajay Sadhotra, the nominee of National Conference for the said working group, boycotted the meeting, while as Panthers Party representative Prof.Jamwal choose to stay away from the meeting. Those who attended the meeting include representatives of PDP, Congress, BJP, PDF, CPI(M), CPI, Samajwadi Party, Bahujan Samaj Party and others. The first meeting of the working group was held in August this year. The participants of the meeting discussed at length the issue of good governance and submitted their proposal before the meeting. The representatives of some political group blamed lack of good governance for the situation prevailing in Jammu & Kashmir State. Expressing his views., PDP General Secretary Advocate Nizam-ud-din Bhat ruled out good governance in absence of political stability. Citing reason he said the authority of Government was weakened due to hostile relations between the Center and State. He also blamed social disintegration for the continuing decline in the functioning of Government institutions, which, according to him, must be stopped. Calling for an immediate halt to continuing human rights violation in the state, Bhat also pleaded for stopping rights violations meted out to Kashmiris outside Jammu & Kashmir State. Regretting that every kashmiris is being looked at with an eye of suspicion every where outside Jammu & Kashmir State, Bhat alleged that Kashmiris going outside J&K State for trade and receiving higher education are being implicated in false cases and detained for years together. He proposed that a nodal agency should be constituted for probing such excesses and it is to be ensured that impartiality is maintained during investigation of such cases.
