J&K govt's meetings with Planning Commission preponed | Govt 'persuading hard' for early finalisation of plan outlay, first meeting on May 20 | | Early Times Report Jammu, May 16: Contrary to the schedule of dates fixed earlier for holding of meetings with the Planning Commission by the state government, the dates have now been preponed in order to get the plan for current fiscal year approved without further delay. The first meeting of Heads of Departments with the Planning Commission team which was earlier scheduled for May 23 will now be held on May 20, to be followed by susequent meetings at the highest level. Sources said following persuation from the J&K government, the Planning Commission has now agreed to hold these meetings few days early which will pave way for early finalisation of the plan as well. Even as these meetings have been preponed, there is yet no date for final meeting between the Deputy Chairman Planning Commission Montek SIngh Ahluwalia and J&K Chief Minister Omar Abdullah along with state Finance Minister A R Rather in which nod will be given be former for the plan size. The state government has projected a plan size of Rs 6,600 cr for the current year which signifies 10 increase in the previous year's plan amount. However, sources said the government is keen and hopeful that soon after the marathon meetings mandatory for justifying the expenditures on right fronts as also for seeking the funds under the plan for current year, the Planning Commission shall fix final meeting by the end of this month. The first meeting of workings groups which is actually the meeting of all the Heads of the Departments with PC team will be held on May 20 and this will be followed by a high level wrap up meeting of officers of the state led by Chief secretary Madhav La on May 21. It is in this meeting, most likely the Planning commission shall give the date of final meeting for plan approval by the May end, sources added. The government is now keen on getting the plan approved as it has already expressed its commitiment and willingness to put all the works on fast track. The government has been claiming that despite no idea of final plan size and the funds not in hand, it has not let the development works suffer for want for funds as the utilisation under various schemes goes on with Planning Department already having having given ho ahead signal in order to help boost execution of development programmes across the state. It has authorized utilization of 50 percent of outlay of 2010-11 for the ongoing schemes included in the Annual Plan 2011-12 last month while the Durbar was here in Jammu. The government has also claimed that during the present coalition regime, the expediture and fund utilisation rate has increased far beyond what it used to be during the previous regime. It ispertinent to mention that state governments have been getting a dose of 'reprimand' from the Commission as the latter seeks hard explanation as to why funds have remained unspent.However, as a result of this the authorization, expenditure for both revenue and capital components is now 50 percent of the last year’s outlay, the authorization in respect of capital expenditure has also been increased from 25 percent of last year’s outlay authorized previously.This has enabled the state government to continue with pace of development works and expenditures on other fronts despite plan not having been finalised.
