17 KAS officers in catch-22 situation, J&K not replying to UPSC queries | Induction into IAS | | Syed Junaid Hashmi JAMMU, May 18: Jammu and Kashmir government’s unwillingness in answering queries raised by Union Public Service Commission (UPSC) over the proposal for induction of 17 Kashmir Administrative Service (KAS) officers into IAS has put their future in jeopardy since most of these are at the verge of retirement. Peeved over the attitude of the state government, most of these officers are looking up to the Chief Minister Omar Abdullah for his direct intervention. What has come as shock to these officers, most of whom have ‘A’ certificate in integrity is the fact that process of induction has been stalled by UPSC due to representations made by two officers whose first appointment remained under cloud for long time. Both the officers are seeking benefits at par with what Supreme Court of India granted to the Secretary of Jammu and Kashmir Public Service Commission (JKPSC) Mohammed Asharaf Bukhari. Apart from representing before UPSC, these officers have approached court of law seeking directions for their induction into IAS. Sources said that in both the cases, court has not ordered any stay on the completion of induction process. Sources maintained that of 17 KAS officers whose induction is being delayed, around 16 are direct recruits of 1984 batch. They include Tushar Kanti Sharma, Mohammed Afzal Bhat, Satish Nehru, Mehraj Kakroo, Mohammed Shafi Rather, Zafar Ahmed, Khurshid Ahmed, Anil Gupta, Nirmal Sharma, Raj Kumar Bhagat, Mohammed Sharif Sood, Shafat Noor, Ramesh Koul, Baseer Khan, Sudershan Sharma, Majid Mir and Majid Ganai. Sources further said that the UPSC committee for cadre review and IAS induction headed by a member of the Commission comprising of officers from Department of Personnel and Training, Chief Secretary and two other senior IAS officers met on March 14, 2011. They added that committee cleared names of 17 officers for induction into IAS against 21 vacancies after reviewing their seniority, APRs and integrity certificates. Sources said that after the UPSC committee cleared these officers, state government gave its agreement to the proposal of the committee. Thereafter, the proposal was sent to the Department of Personnel and Training which is headed by Prime Minister Dr. Manmohan Singh, said the sources. They asserted that proposal was cleared by DOPT and sent to the UPSC for full commission recommendation. Here the proposal was struck down since two officers from the state represented before commission seeking their induction into IAS citing ‘Equal Work, Equal Wages’ theory, sources disclosed. They said that taking notice of the representations made by these officers, UPSC sought certain clarifications from the state government a month ago. The entire process got stalled since the state government has been unable to reply to the queries raised by the commission, informed the sources. They asserted that government is seemingly in no mood to take up the issue with UPSC and get the proposal recommended to the DOPT for issuance of notification. “There are 21 vacancies. 17 officers have been cleared for induction into IAS. Even if two officers have represented before UPSC, they should not stop the process. They can keep vacant slots and then induct the aggrieved officers if the courts decide so. But they are not doing so since our government is not taking any interest,” said an aggrieved officer in Jammu. He added that if the process is further delayed, a good number of officers are likely to retire and would get IAS after retirement. “Local flavor is must. We are talking of autonomy but are doing the reverse. We have to understand that local officers like direct recruits are our asset. We have to take care of them and ensure that their issues are redressed at the same pace at which we do it for the IAS officers,” said a KAS officer who is now retired.
