Sarver, Madhuri: 2 faces of Intelligence failure in Rajouri | | | Amit Sharma EARLY TIMES REPORT Rajouri, May 19, 2011 Either it is Pakistani militants presence for the last five years in Rajouri or Maduri Gupta’s visit to Sunderbani, Intelligence agencies seemed failed to have knowledge about these anti-national elements and their activities in Rajouri district. Sources said that Ghulam Sarver-mastermind of Udhampur car bomb blast who has went underground recently was staying at Rajouri for the last five years. He had managed certificates and license from Rajouri besides marry a girl at Jammu but Intelligence agencies had no clue about his presence in the district for the last 5 years which speaks itself about the efficiency of agencies. Sources said that Intelligence agencies came to know about Ghulam Sarver only when his name figured in the Car Bomb blast. Earlier to this incident, he was a local resident for police and intelligence agencies. Even police to came to know about his planning after he went underground which is said to be total intelligence failure Similar to Sarver, Intelligence had failed to have knowledge of the visit of Indian Foreign Service officer to Pakistan Madhuri Gupta when she was on a secret mission to Sunderbani area of Rajouri in March 2010. Sources said that arrested for spying for Pakistan in April 2010, Madhuri used to pass on information through her personal mail ID [email protected] to Pakistan and she had visited Rajouri and stayed at residence of Dr Khem Raj Sharma and his wife Dr Champa Sharma for nearly two hours. The diplomat Madhuri Gupta had visited Sunderbani on March 29 for a day after crossing from Pakistan via Wagha border in a Toyota vehicle registered in Pakistan. Another close friend of Dr Champa namely Dr Prem Lata had also come to their residence during the same time and they had visited various places in Jammu. She had left for Pakistan after a day and later Dr Prem Lata too left for her residence in Delhi. Now agencies had gathered information that Madhuri could not get in touch with her contact because of heavy presence of police, paramilitary forces and other units of the Army which had gathered at Sunderbani area in connection with an encounter that was going on after terrorists of Lashker-e-Tayyaba slipped in around the same time. In both these cases, intelligence failure is seen as a big challenge to the intelligence agencies and the agencies are reviewing its strategies after they failed to get information about these two anti-national elements.
