Jammu State Morcha’s solution to the Jammu problem | Trifurcation Only Solution | | STARK REALITY RUSTAM EARLY TIMES REPORT JAMMU, May 19: Jammu State Morcha (JSM) has urged the Jammu leadership to unite and fight for the rights of the people of Jammu province. It has said any failure on the part of Jammu leadership to unite and fight at this critical juncture would seal the fate of the people of this province for all the times to come. Its fear has stemmed from the reports that the New Delhi-appointed interlocutors could submit their report to the Union Government anytime from now and that their report might recommend a Kashmir-centric solution. The JSM is absolutely right. Its apprehensions are also well-founded. Indeed, it’s time for the Jammu leaders to forget all the differences and create an environment that not only defeats comprehensively those who have been out to pander to Kashmiri communalism and separatism but also empowers the people of Jammu province to manage their own affairs themselves independent of Kashmir. The JSM has, in addition, put forth a solution which, according to it, if accepted, would end the Jammu’s night of discontent and despair. Its solution: “Bifurcation of civil secretariat, directorates and state corporations; establishment of the bifurcated units in Jammu and Srinagar with each unit having separate administrative staff, including head of the department/secretary; reservation of provincial level posts, including Gazetted and non-Gazetted, for citizens belong to their respective provinces; establishment of parity (50:50) between Kashmir and Jammu as far as the share in the state level positions is concerned; special drive to recruit persons from Jammu province so that share of Jammu province in the State level services comes at par with that of Kashmir; parity between Kashmir and Jammu as far as allocation of funds for developmental activities in the two provinces are concerned; special financial package for Jammu so that it comes at par with Kashmir; delimitation of assembly constituencies; and adequate representation to Jammu province.” In other words, the JSM expressed the view that an “independent political and administrative structure” alone could end the “exploitation” of the people of Jammu province, as also end the “Kashmiri domination.” Besides, it emphasized the need of taking up in right earnest certain issues, including the issues of Jammu Central University and Dogra Certificate. No one can disagree with the fundamental issue the JSM has raised. Similarly, everyone in Jammu province would appreciate its initiative to draw the attention of the people to the basic problems they have been facing. But more than that, all the objective Jammu-watchers would endorse the JSM’s independent-political-and-administrative-structure formulation, notwithstanding the fact that it appears somewhat vague – vague in the sense that the JSM wants a dispensation within the existing framework, which is essentially Kashmir-centric and unitary. It may be mentioned that what the JSM has suggested is what the Panthers Party’s Agenda 2011 suggested some four months ago. There is no difference. Rather, the Agenda 2011 was somewhat radical. Radical in the sense that it talked about separate chief minister and separate assembly. The JSM would do well to ponder over what it has suggested as a solution to the Jammu problem and work for the trifurcation of the state into Jammu, Kashmir and Ladakh states. In fact, the Jammu’s salvation lies in the state’s trifurcation. It would also do well to remember that its time for action and not for issuing appeals.
