Rather asks Sarpanches-Panches to come up to the expectations of people

SRINAGAR, MAY 20- Minister for Finance and Ladakh Affairs, Mr Abdul Rahim Rather today reaffirmed Government’s commitment to serve the people as per their urges and aspiration adding that the recently passed Public Services Guarantee Act, conceived by the Chief Minister, Omar Abdullah is a land mark step towards this end.
“The public Services Guarantee act recently passed by the State Legislature is a land mark decision to bring accountability and transparency in the administration besides eradicating corruption”, Mr. Rather said here today at a function organized to felicitate newly elected Panches and Sarpanches of Nagam and Chadoora blocks of district Budgam. “By virtue of the Act, Government functionaries would be now accountable to redress grievance of the people within a scheduled time limit and shall be liable to penalty and disciplinary action in case of any delay or laxity, Mr. Rather asserted.
The function, besides thousands of elected Sarpanches, Panches and active party workers of National Conference, was also attended by the provincial President National Conference, Mr. Ali Mohammad Dar and veteran writer and MLC, Mr. M.Y. Teng.
The Minister said government is very keen to empower the people at grass roots level adding that holding of Panchayat election after a long gap is a bold and far- reaching step taken by the present Government. “The Panchayati Raj System would ensure active participation of people in plan formulation and decision making at grass roots level about local needs, priorities and problems, Mr. Rather said while reminding the Panches and Sarpanches about their duties towards serving the people.
“People have reposed great trust and confidence in you and you shall have to endeavor to come up upto the expectations”, Mr. Rather said and offered every possible support for their smooth functioning as public representatives. The Government is always at your beck and call; Mr. Rather assured and said “after all you have to supplement government initiatives to solve people’s problems.
Congratulating the newly elected Panches and Sarpanches for their commendable victory, despite facing many odds, Mr. Rather said massive participation of people in Panchayat elections, manifests people’s great yearning for empowerment and committed with democracy.
Mr. Rather said constitution of proposed Panchayat Adalats shall be yet another land mark step of the present Government to empower the people adding that each Adalat shall have 5 members with a mandate to adjudicate all small causes and offences mention whereof has been made in Panchayat Raj Act of 1989. Their judgments would be enforceable in the same way in which judgements of other courts are implemented.
Describing un-employment a worldwide phenomenon and a biggest challenge before the State Government, Mr. Rather said the problem is being tackled through multi-pronged strategy.
