DMC in slumber, MeT awake but ignorant

Jammu, May 20: The storm has subsided. People in the affected areas are looking for temporary shelters. The scribes are calling officials and their local contacts to get maximum information about the storm that wreaked havoc in North Kashmir during the preceding night. The NGOs are raising funds to rush relief to the sufferers. Amid all this chaos, the person heading the state’s Disaster Management Cell (DMC) has no information about the tragedy.
When a scribe called Amir Ali late this evening to know how the disaster had been managed, he said” I have no information. When did the storm hit North Kashmir?”, he questioned.
The scribe was kind enough to tell him about the disaster that he was supposed to manage. A few minutes later, he called the scribe. “yes it has hit Kupwara district. There is no damage in Baramulla district.”
Amir, insiders say is always busy on the facebook. The social networking website, they say, provides him vital information about rest of the world but keeps him ignorant about his home.
Surprisingly the cell is an extension of the Divisional Commissioner’s office. His ignorance, people say, speaks volumes about the efficiency of the divisional administration. The Cell it may be noted has been holding workshops, seminars and debates to inform people about disasters and their management.
Another important person was equally clueless. The meteorological director, Sonam Lotus candidly admitted his ignorance. “How can we know unless you tell us. I have heard it from you”, he said. He was not joking. When asked why a warning was not issued in time to minimize loss, he said: “We do not have the required technology. Only radar can pick up such minute details. We have sent a requisition for radar. Hopefully we will get it within two years”, he said.
The storm destroyed around 400 residential houses in Kupwara, Baramaulla and Bandipora districts. It also caused extensive damage to apple orchards and left at least nine persons injured.
