HC concerned over plight of children suffering from hemophilia | | | EARLY TIMES REPORT Jammu, May 21: High Court of J&K has expresses grave concern over the plight of children suffering from hemophilia and conveyed its deep anguish at the callous attitude of the department of health. Justice Sunil Hali, while hearing on May 20 the PIL filed by society for Hemophilia Care, New Delhi (SHC India) last year, issued directions to the JK Govt to take immediate action on the proposal submitted by SHC India and submit the action taken report to the Honble bench by June 6, 2011 without fail. Hemophilia is a genetic bleeding disorder affecting about 7500 families in the State. Children are born with this bleeding disorder such person lack blood clotting ability and the blood does not clot whenever there is even a minor injury. Vijay Kaul, Exceutive Director of SHC India a registered NGO says that the condition of children and young in J&K is quite pathetic and painful, with more than 90% having developed physical deformities due to non availability of life saving medicine called factors. About 20% have already become HCV and HBV positive. All these are preventable if they are provided free treatment. Jagdish Sharma, Secretary (Finance), SHC India is coordinating the efforts in Jammu Region. Sanjeev Sharma and Anil Baloria the counsel for SHC submitted before the court on 20th May, 2011 that though JK Govt. while accepting the need has filed an affidavit to this effect before the court six months ago on 15-12-2010 yet no implementation and budget allocation as per the SHC proposal has been made. The counsel also submitted before the court that children are dying due to non availability of life saving medicine called Anti Hemophilia Factors, quoting that in April one young boy died due to lack of treatment and factors. They also stated that several other State Govts are already providing free treatment to such children in the country. The court took a very serious note of the condition of the suffering children and youth and directed the JK Govt. to take action on the proposal submitted by SHC on top priority and come up with Action Taken Report by June 6, 2011 the date of next hearing. It may be pertinent to mention here that SHC India has submitted a proposal to the Minister for Health and Medical Education and Health Commissioner in July 2009 but nothing concrete has come out except fake promise.
