Narco-smuggler awarded 20 yrs RI | | | EARLY TIMES REPORT JAMMU, May 21: Principal sessions judge, Kathua, Jang Bahadur Singh Jamwal today awarded 20 years rigorous imprisonment and a fine of Rs 2 lakh to narco-smuggler Jarnail Masih under section 8(c)/15(c) of NDPS Act. On April 1, 2006, a truck loaded with 311 bundles of popular veneer core of Pulwama-based M/s Skyline Veneer Industries was subjected to checking at Lakhanpur. During checking, 14 jute bags of poppy straw weighing 384 kg were found concealed beneath the veneer core which was on its way to Punjab. Truck driver Jarnail Masih of Uchhiwassi in Hoisharpur, Punjab, was then detained. After completion of investigation, excise department presented challan in the court of law. In his 47 page-judgment, the judge observed that the accused, who belonged to the other state, was under the impression that J&K was the hub where they could do their such activities and then go scot free. The court said it was a hard fact that younger generation was worst affected by thenarcotics trafficking which was a factor provided in the provisions to be considered for imposing higher than the minimum term of imprisonment or fine. Those who committed offences in J&K should not take animpression that the state was soft territory of the of country where they could flourish their business of narcotics. The harsher punishment was required to be imposed to act as deterrence. An impression should go globally that the country, particularly J&K, was not a soft territory for such kind of business to flourish and destroy younger human minds. With these observations, the court awarded 20 years RI with a fine of Rs 2 lakh and in default of payment o fine, he would suffer further imprisonment for a period of five years.
