Motorist dragged to Police Station over verbal clash with Traffic cops | | | Early Times Report SRINAGAR, May 21: Traffic Police officials have dragged a junior assistant of Planning Department to Police Station of Shaheed Gunj and filed a matter of criminal assault against him. Posted at Civil Secretariat, the official has questioned the authority of Traffic Police to "kidnap civilians" and complained that he was not only assaulted but his driving license was torn into shreds and his vehicle damaged. Eyewitnesses said that Traffic Police squad near Jehangir Chowk signaled a motorist to swerve to extreme left and clear the way for a VIP's motorcade. The driver refused to act, pleading that his car would be damaged with the razor wire barrier. There was a verbal dual between the two. Traffic Police officials overpowered the motorist and dragged him to Police Station Shaheed Gung where they lodged an FIR against him. The complainant, who identified himself as Aijaz Ahmed Basoo of Sumbal area, alleged that a Traffic Constable, namely Mumtaz (No: 510/T) abused and threatened him in full view of public. He claimed that he did not violate any law, traffic or otherwise, in arguing that he could not expose his Wagon R to damage as there was a jam and a razor wire barrier to his left. He said that the Traffic officials acted like goons, thumped his vehicle, called a Flying Squad constable for help and dragged him to Police Station of Shaheed Gunj. "When I was being kidnapped to Police station, SP Traffic appeared from the opposite direction near Old Secretariat gate. He asked me to present my driving license and ownership. He retained the ownership, tore the license into pieces and trampled it under his boots and directed his subordinate constables to detain me in Police lock up. They handed me over to Police, filed an FIR against me and damaged my vehicle outside the Police Station with a sharp-edged stone", complained Basoo. He said that he had been released on bail but he had submitted a complaint against SP Traffic and his subordinates, seeking registration of a counter-FIR against them. SSP Srinagar, Ashiq Bukhari, confirmed that Police Station Shaheed Gunj had arrested the junior assistant, seized his vehicle and finally released him on bail. SP Traffic Srinagar, Maqsood-uz-Zaman told Early Times that the Secretariat official had misbehaved with the men in uniform. He said that he presented only a photocopy of a driving license which he threw away and asked the driver to present the original one. "When I was convinced that the motorist had misbehaved with the Traffic cops, I asked them to take him to Police Station and file an FIR against him", Zaman said. He contradicted allegation of the Traffic cops having beaten him and damaged his car. Basoo maintained that Traffic Police had no authority to kidnap and drag the motorists and get them detained in Police lock up. "Even if I had violated a Traffic law, they should have challaned me under rules. They can not act like goons", Basoo said. According to him, he was abused, threatened, humiliated and assaulted in full public view and he had accordingly filed a complaint but Police Station was not inclined to lodge an FIR against the SP of Traffic. "They are clearly partisan and biased against me and in favour of Traffic cops", he complained. Shopkeepers around the spot said that some Traffic Police officials, including an Inspector posted in Lal Chowk area, (almost all hailing from Rajouri) had been quarrelling with motorists on flimsy grounds and booking them with baseless violations of laws. "Their job is not to quarrel and file FIRs. They have to implement the Traffic rules with full professionalism", said a shopkeeper.
