J&K all set to get annual plan by mid June, final meeting between Montek, CM on June 15 | Wrap up meeting concluded on positive note, claim officers | | Early Times Report Jammu, May 21: With crucial wrap up meeting having concluded on a positive note with Planning Commission today, J&K is all set to get its annual plan for current financial year approved by the latter by mid June. The final date of meeting between Planning Commission Deputy Chairman Montek Singh Ahluwalia and the J&K Chief Minister Omar Abdullah has been fixed on June 15. J&K Finance Minister AR Rather will also attend this meeting. A high level team of state officers led by Chief Secretary Madhav Lal today held what in PC parlance is termed as the wrap up meeting, this being the last one in a series of meetings held earlier at various levels mandatory for justifying the projected plan size by the state government. The wrap meeting, sources said was held in very congenial atmosphere with the PC member BK Chaturvedi today at New Delhi in which the J&K officers pushed forward the draft of the annual plan prepared by the Finance minister for current fiscal year. " The high level official team also elaborated on certain clarifications which were sought by the Commission on certain key matters", said a senior officer who attended the meeting. BB Vyas, Commissioner /Secretary Planning Department and Sudhanshu pandey Commissioner /Secretary Finance Department were among the key officers who attended today's wrap up meeting. In the wrap up meeting the state officers clarified apprehensions and doubts raised by the Commission on some fronts and having felt satisfied on the deliberations and discussions, the Commission has given date for the final meeting during which a formal nod shall be given to the plan size. The J&K government, it may be mentioned has projected a plan size of Rs 6,600 cr for current financial year which is 10 % more than the previous year's plan. Following nod from the Commission for final meeting on June 15, sources said the government is quite optimistic the Commission will approve the plan outlay which has been submitted by it in the draft. Though this year the plan is being approved by Planning Commission a little early than last year, the government is keen on early release of funds so that it enables them to hold District Board meetings and decide on allocations at least for the areas where working season is short in comparison to other areas. It is pertinent to mention that upon hard persuation from the state government, the meetings of its officers with PC were preponed in order to get the plan for current fiscal year approved without further delay. The first meeting of Heads of Departments with the Planning Commission team which was earlier scheduled for May 23 was held yesterday, May 20. However, as the government had already authorized neither expenditure on various works, neitehr the development works nor expenditures for both revenue and capital components suffered due to delay in finalisation of the annual plan. |
