Govt worried over lack of coordination among security and intelligence agencies | | | EARLY TIMES REPORT Jammu, May 23: Lack of coordination among different security and intelligence agencies in Jammu and Kashmir continues to worry the state and the central Governments. Official sources said that despite instructions there has not been any improvement in the level of coordination between the Army, its military intelligence wing and the state and the central intelligence agencies. The sources said that this lack of coordination is well manifest when different agencies speak on the level of infiltration of militants from across the LOC into Jammu and Kashmir. In support of their contention the sources referred to the recent divergent statement on the level of ingress. While the senior functionaries of the Army claimed that the level of infiltration had touched zero during the last three months state and central intelligence agencies, basing their information on field source, have said that between 30 and 40 militants have crossed into Jammu and Kashmir in recent weeks. A senior police officer, posted in Srinagar, said that invariably the Army authorities were either downplaying the infiltration ratio or were being misinformed and misled by their feild sources. He said that since the Army alone was responsible for checking infiltration on the LOC and the IB senior Army officers did not want to own responsibility for any upswing in the r ate of infiltration. Hence the officers prefer to play it down. The police officer said that during the last three months militants in small groups have managed to sneak into Jammu and Kashmir after they were provided with a fire cover from the Pakistani Army and the Rangers. In support of his contention he referred to ceasefire violations on the IB and in Poonch sector. The officer said that though scores of infiltration bids were foiled by the Indian troops during the last five months militants in small groups managed to infiltrate into Jammu and Kashmir not only from across the IB, Poonch, Rajouri but from across Kupwara, Machel, Karnah and Keran sectors. He said that agencies across the border were desperate in pushing militants into Jammu and Kashmir for the purpose of intensifying subversive violence. In this context the Government functionaries want various intelligence and security agencies, including the Army, to promote coordination which was essential for upgrading the security grid in the entire state.
