Pak trying to show militants as Kashmiri refugees

The issue of rehabilitation of those boys who had crossed over to Pakistan occupied Kashmir for arms training and were keen to return to their homes and lead a peaceful life took a new turn with the Muzaffarabad based United Jehad Council criticising the National Conference led Government's rehabilitation scheme.The Council has blamed the security forces for forcing the parents of these boys to seek their return and rehabilitation in order to convey to the world that the Kashmiri youths were no longer interested in jehad.Whatever may have been the factors responsible for the Kashmir Government to frame the rehabilitation policy those in Muzaffarabad and Islamabad view this move with suspicion.In order to discourage these Kashmiri youths for seeking rehabilitation in the valley the establishments in Muzaffarabad and in Islamabad plan to spend added money on suitable rehabilitation of these youths.Latest reports said that attempts were being made by the
establishments in Islamabad and Muzaffarabad at projecting these youths and a few families,who crossed over to Pakistan and POK during the last 20 years,as refugees
It is for the first time in past 22-years, the establishment across the LOC announced a multi-crore rehabilitation scheme for the Kashmiri refugees who had crossed over to Pakistan and occupied Kashmir with the eruption of militancy in early nineties.These families, according to official sources, are being settled in a Satellite Town to be located in a scenic area near the Muzaffarabad airport.“We have identified 320 kanals of land in Jhelum valley near Thotalangarpora for the rehabilitation of the Kashmiri refugees,” Relief Commissioner, Khurshid Ahmad Khan has stated.In fact the rehabilitation scheme has the support of Pakistan Govrnment.This indicates that neither Islamabad nor Muzaffarabad is interested in facilitating the NC led Government in Srinagar in the implementation of the rehabilitation policy.One of the reasons being that Pakistan does not want to get exposed by the return journey of the youths who had crossed over
to
occupied Kashmir for arms training.Most of these youths have opened small shops and each faimly was being paid Rs.1500 per month by the Government as sustnance allowance.
Knowing that a large number of these youths were willing to return to Kashmir Muzaffarabad has started trying to project them as refugees.Pakistan wants to convince the world that these families and the youths had crossed over to occupied Kashmir out of scare caused by the Indian security forces.By dishing out such a story Islamabad wants to counter the Kashmiri Pandit exodus from the valley.Since the Government of India has been providing these displaced families cash incentive , free ration and settlement in two-room flats in Jammu and at the satellite town near Nagrota Muzaffarabad too has started copying India by building a sattelite town close to the occupied Kashmir's capital for the rehabilitation of the refugees from Jammu and Kashmir.Hence moves are afoot in Islamabad and Muzaffarbaad for christening these groups of militants as refugees from Kashmir.After 22 years Pakistan has woken up to formulate a rehabilitation policy for
the
youths and some families from Jammu and Kashmir.In f act the official agencies across the LOC were trying to emulate India as far as rehabilitation and relief of the refugees from Kashmir are concerned.But Omar Abdullah seems to be eager to ensure rehabilitation of the misguided youths who had crossed over to Pakistan and occupied Kashmir for arms training.If he succeeds in implemnting his rehabilitation policy it would allow him to earn support of several hundred Kashmiri families and outwit the PDP leadership which had initiated the rehabilitation plan.
