The confusions have more grown after the appointment of The new team of “interlocutor”

So, far appointment of interlocutors / Center’s points men ( K.C. Pant , Arun Jaitley, N. N. Vohra and Trio 2010 ) , RTCs, WGs on J&K ( “Kashmir” ) have been no more than time pass.
Government of India has in a way extended a total neglect to the democratically elected MLAs/ MLCs/ MPs of Jammu and Kashmir. The manner in which J&K Affairs ( Kashmir Valley Affairs in Particular ) are being handled , the actions taken by the J&K State Legislatures till 2000 appear to have been put under questions by government of India. The reportings that have been coming with the reference of Delhi Interlocutors 2010 too have hinted at severe doubts on the intentions and the capacity of the people who had been elected to J&K Legislatures for last six decades .Every other day reports appear in media that New Delhi may accept demands and proposals for reverting to the position as was there in 1953 or prior to 1953. Even PDP Self Rule has been quoted by some to be under consideration. .No firm denials on having any such proposals have come from Delhi. I do not expect any workable proposals coming from the New Delhi’s points men. But the exercise may not push the innocent masses into more doubts.
The way things are going , it appears that New Delhi is not serious about medicating the plight of the people of J&K. Otherwise there would have been timely clarifications form New Delhii on the subjects like i) in case by any means J&K is taken back to 1953, who shall order constitution of a new Constituent Assembly for J&K (ii) how will the internal affairs of J&K conducted in the absence of any Constitution (iii ) in case J&K has to have Prime Minister and Sadar e Riasat without a Constitution who would occupy these chairs (iv) Maharaja had appointed Sheikh Abdullah the Prime Minister in 1948 to the will of Jawahar Lal Nehru although Sheikh did not enjoy the absolute political base in whole of Jammu & Kashmir but now the position is different ( v) any such process would negate truthfulness of even the 2009-2015 elected legislature (vi) it can not be over looked that there are many in the front line today who have even raised questions on the elections to J&K State Constituent Assembly that started work in 1951 and in case such questions are left un answered then still there would be many in J&K to question even any new arrangements ( vii) there are some people who talk of return to days of Oct 1947 without negating accession with India . In that case what would be status as regards financial resources of J&K since the instrument of Accession did not include financial integration (viii) what answers are there to silence those who demand undoing accession 1947 or demand plebiscite not believe in moving to 1953 position or Autonomy within Constitution of India or Self Rule beyond the spirit of 1947 Accession ( since their / separatists / anti Accession elements importance can not be overlooked keeping in view of the manner Man Mohan Singh Jee , Chidambram Jee and Delhi interlocutors are desperate to even have a formal sitting with persons like S. A Geelani, Omar Farooq, Yasin Malik (ix) and above all what explanations are there for those who have even made requests to interlocutors for interaction with a purpose to see that the true position regarding J&K is made known to those Indians who belong to other Indian State, but no attention has been so strangely paid to them by the “ points men” So, only thing that Delhi has so far contributed towards normalization of local conditions in J&K has been instead more and more confusions created in the minds of the youth of J&K.
A few “leaders” in Kashmir valley who {i} openly refute the truthfulness of New Delhi, {ii} question the accession 1947 with India , [iii} motivate / promote rebellions and {vi} openly advocate sedition on India are offered compassionate get together by Delhi . Where as they ( separatists refuse ) to even talk..Some World community has started considering the separatists as the representative voice of Kashmir valley.
To the disadvantage of India this way the commitment of common Kashmiri towards India could weaken. It is for this reason that after 2005 the pressures of the pro India ideologies have further reduced on the separatist. Signals well emerge from the write ups and the material that the news papers receive these days. The views emerge from students, professors, ex civil servants , advocates. Simply closing the eyes is not going to bring peace in valley. Some media men too may have compulsions.
Lot of confusions have been created about the programme for return and rehabilitation of militants ( even from across the borders / LOC) . Government has not been able to carry the programmes explicitly to the masses of J&K. There is a large public opinion against such plans of the government .General Amnesty to those who wage war against a Nation ( country) is not so simple a “gesture” . Waging a war against a Government by its own people could be (category i) a movement to change the government in place or the system of governance without questioning the nationality of those in the government, or (category ii) could be a movement to change the government in place or the system of governance by questioning even the Nationality of the Government and those in the Government .
Where no questions on the nationality ( Cat-1) are involved the solution could be simple. For Category 1, the cases initiated against the agitators could be withdrawn , local governance systems could be modified , localized preferential programmes could be drawn and those who took the law in their hands could be taken in the mainstream without much implications.
But where { category 2 } the challenges to even Nationality are thrown, the general amnesty does not simply rest in material rehabilitation. Where terrorists / militants / insurgents from the main lands had been involved in activities challenging the Nationality of the government in place , the job of general amnesty may be more complicated
The challenges of both category (i) and Category (iii) could be sensed to be there for GOI . The insurgents who express desires for returning to mainstream after having realized the truth being otherwise have to be welcomed but tested before granting amnesty. Even Great Acharya Chanakya suggested this ( granting amnesty and owning ) to Chandra Gupta as regards the mercenaries from Indian lands who earlier fought for Alexendra . So, a process has to be also simultaneously initiated for their ideological reconstruction and restrengthening. The ideological reconstruction ( debriefing) requires hard work at the level of the government. And for this simple political rhetoric would not do. No such serious exercise appears to be there on the cards. The draft action plans have to be time tested. Success will depend more on (i) how the foreign governments ( like Pakistan) accept officially the programme for the return from across the LOC / international border (ii) how the identification of Local repentant youth staying on some foreign land / POK is done (iii) by whom & how will the certification of intentions of repentant youth be done
GOI has not so far come out with an effective and transparent programme to involve the social organizations / community leaders to carry the realities to the common man / undo the false propaganda of the anti India elements ( where ever needed) . Similarly the cadres of political parties ( particularly in Kashmir valley ) , the academicians and the intelligentsia appear doing very less on ground to defeat separatist ideologists/ ideologies so that the other inland misinformed and misguided youth too are ideologically rehabilitated /debriefed
