JAMMU, May 24: Kashmiri leaders of all hues are one as far as their attitude towards the Valley, New Delhi and Islamabad is concerned. They are for over-empowerment of Kashmir. They stand for the exploitation of Jammu and Ladakh and they rule over these two regions like the colonial powers rule and exploit their colonies. They speak the same language and demand independence or semi-independence from India on the basis of nothing but religion. They seek a solution that accommodates Pakistan in the Indian Jammu and Kashmir or even dismember India. They blame New Delhi for the alienation of Kashmiri Muslims and none of them endorses the view that the issue of Jammu and Kashmir was settled way back in October 1947 and that too in accordance with the Indian Independence Act of 1947 under which the Muslim and theocratic Pakistan came into being. They accuse New Delhi of not respecting the promises it made from time to time, including the commitment that New Delhi will give the Muslims of Kashmir the right to self-determination. They wish to force down the throats of Jammu and Ladakh their pernicious ideology or impose on them their separatist and communal will. They consider the minorities unfit for a life of political, economic and social aspiration. They say they will never dilute their stand on Jammu and Kashmir, come what may. All this should put things in perspective and enables everyone to understand the nature of Kashmiri leadership and what it stands for.
The Ladakhi leaders are also one as far as their attitude towards Kashmir and New Delhi is concerned. They, without any exception, don't want any kind of truck with what they call separatist and communal Kashmiri leadership. They, without any exception, accused the Kashmiri leadership of perpetrating injustice after injustice on them. They, without any exception, want separation from Kashmir and urge New Delhi to grant them the status of Union Territory. They, without any exception, oppose the autonomy doctrine and self-rule formulation. They say they would look towards China in case New Delhi finally decides to grant autonomy or self-rule to the Kashmiri-dominated state. Queen of Ladakh Rani Parvati and mother-in-law of former MP and presently BJP leader Thupstan Chhewang said so in the 90s. Earlier, they used to say they would turn to Tibet. Late Kushak Bakula had said so in the late 40s. Tibet at that time was independent. Bakula took this stand when the Ladakhis came to know that Jawaharlal Nehru might grant autonomy to the state at the behest of Sheikh Abdullah of the National Conference. They, without any exception, accuse Kashmiri leaders of eroding their identity and personality and they believe that in separation from Kashmir alone lies their salvation. They, without any exception, wish to link their fate with New Delhi -- for better and for worse. This, in short, is the story of Ladakhis and they, including the Buddhists and Muslims, mostly Shiite Muslims, reiterated their pro-India and pro-Union Territory stands during their meeting with the Rajnath Singh-led parliamentary delegation - meeting that took place yesterday at Leh. They said they would not compromise their stands, come what may.
What about the Jammu leadership? It is divided. It is ambivalent and confused. It has no agenda. It invariably hobnobs with Kashmiri leadership and even barters away the interests of the people of Jammu province to keep the Kashmiri leadership in good humour for the sake of petty benefits. It even tries to the hilt to defeat those opposing the Kashmiri leaders and their divisive politics. The bulk of Jammu leadership, in fact, willingly and cheerfully becomes a party to the anti-Jammu decisions taken by the State Cabinet. The bulk of the Jammu leadership opposes the demand of trifurcation or the demand seeking reorganization of the state. The bulk of the Jammu leadership says that the state government believes in the rule of law, principle of justice and equity and that it doesn't discriminate against Jammu province. The bulk of Jammu leadership hoodwinks and beguiles the people of Jammu every five years on the eve of elections by holding out promises or by adopting some Jammu-specific planks and after elections throws the manifestos in the dustbins. The bulk of Jammu leadership shares the perceptions of the Kashmiri leaders and says day in and day out that Kashmir is alienated and that something concrete needs to be done to end the Kashmiri alienation. The bulk of Jammu leadership demoralizes the people here in this province by telling them that any move on their part to seek empowerment through a separate political instrument would only help Pakistan annex Kashmir. The bulk of the Jammu leadership do not mind sharing platform with those from Kashmir who in their presence abuses and castigates India and demand a system outside the Indian constitution. This, in short, is the story of the bulk of Jammu leadership. The only outstanding example is the commitment of the people of Jammu province to India, notwithstanding the kind of treatment they have been receiving from their leadership as well as authorities in the state and New Delhi.
What is the operative part? The operative part of the story is as it is and there is no need to elucidate it. For, everything is crystal clear. Suffice it to say that the people of Jammu province are suffering because of their own so-called leadership. |
