Early Times Report SRINAGAR, May 25: Chief Secretary Madhav Lal today asked administrative secretaries to discreetly prepare list of incorrigible employees to consider dispensing with their services under Article 226(2). Chief Secretary was chairing the periodic committee of secretaries meeting here today. He suggested gradual changes in rules in an institutional manner to incorporate the needs of changed times. Meeting was told that the file monitoring system will be operational in Departments like Health, Social Welfare, School Education, CAPD and Revenue Departments by June 30, 2011. Chief Secretary directed the IT Department to complete first phase of computerization in civil secretariat by June end. Chief Secretary also sought details of response from departments to recommendations of 13th finance commission. He also directed respective Departments to refer vacant posts to various recruiting agencies for filling them up. Meeting was attended, among others, by Principal Secretary to Chief Minister, B. B.
