R&B providing fresh contracts to defaulters: Harsh Dev | | | Early Times Report JAMMU, May 25: Harsh Dev Singh NPP MLA and its working Chairman has demanded the blacklisting of all those defaulting contractors who have defied the deadline stipulated under PMGSY guidelines and abandoned the roads and bridges projects half way. He lamented that several projects pertaining to construction of roads and bridges sanctioned under PMGSY were allotted by R&B Department to unscrupulous elements and reckless contractors who abandoned the works mid way in violation of the terms of agreement. Harsh Dev Singh further deplored that it was due to apathetic and indifferent attitude of the government towards this most ambitious central flagship scheme of road connectivity that the state had not been able to take the desired benefit. Rather than penalizing the defaulting contractors had rewarded them by allotting them new and fresh contracts. He said the R&B Department had itself violated the guidelines on the subject which provided that the defaulting contractors would not be allotted fresh contracts. In a strong worded letter to the Minister I/C R&B and the Commissioner/ Secretary of R&B Department Harsh Dev Singh has sought enquiry and appropriate action against the delinquent officers as well as contractors who are responsible for public losses in view of in-ordinate delay, abandonment of works and resultant cost escalations. Making a particular mention of the roads which have been either abandoned or in-ordinately delayed, he pointed out that these included Kulwanta-Bari Ladana road, Pallassan-Pinger road, Palassan-Darwala road, Massal - Kanah road, Kangaloo- Pachound ( Stage II) road, Palassan - Bainsta (Stage II) road besides several others. Harsh Dev Singh further condemned the R&B Department for its failure to take any action for initiation of construction work in respect of Basantgarh-Khaned road, Parla Chakal- Chingla Balota road, Chowki- Khorkhal road despite the fact that the said road projects were sanctioned by government of India under PMGSY in April 2010.
