Dogras the most neglected community in India | Dogra Certificate | | Neha EARLY TIMES REPORT JAMMU, May 25: Dogras constitute the most neglected and discriminated community in India. And, this, notwithstanding the fact that they constitute almost half of the J&K's population and occupy an area almost two times that of Kashmir; this despite the fact that they contribute over 70 per cent revenue to the state exchequer annually; and this despite the fact that they have been making supreme sacrifices for the national cause in the state ever since 1947. That the Dogras constitute the most neglected social lot in India is not exaggeration. It is a hard fact. They have no say in the law-making body; they have little presence in the civil secretariat; they have less representation in the legislative assembly that discusses and decides questions of supreme importance; they are under-represented in the state service sector; they are under-represented in the technical and professional institutions, located in the Jammu province; and their region, which is rich in natural resources, including green gold and water, is extremely under-developed in terms of road connectivity, power generation, irrigation facilities, tourism development, infra-structure and civic amenities. There is none in the government who is prepared to promote agriculture, sericulture and floriculture in this province. Most of the educational institutions and health centers in Jammu province are in a shamble. They have no presence whatever anywhere in Kashmir. In fact, the Kashmiri leadership has rid the Kashmir Valley of all the Dogras and created an environment that excludes the Dogras from all walks of life even in their own motherland. They are entitled to only crumbs. That's the reason discontent and anger have gripped the whole community of the Dogras, barring those few who have sold their honour and dignity for the sake of money and power. It's not just the Kashmiri political elite that is responsible for the all round degeneration of the Dogras. Powers-that-be in New Delhi are no less responsible. In fact, they are more responsible, as they have put all the eggs in the Kashmiri basket and given unbridled powers to the Kashmiri leaders. The authorities in New Delhi have turned so hostile towards the Dogras that they have even empowered the Kashmiri leadership to erode the very identity of the Dogras, indeed a dangerous move. They sided with the anti-Dogra elements in the last week of April this year and virtually ordered the state government to withdraw the Dogra certificate order that had simply entitled the Dogras to avail a couple of illusory and petty concessions - concessions in terms of height and chest expansion and concessions already available to a number of ethnic groups, including Marathas and Gharwalis. It is this negative attitude towards the Dogras that could provoke them to take to extreme methodology in order to protect their identity. The Dogras have displayed their might at regular intervals and the last time they exhibited their might was in 2008. Statesmanship demands a positive attitude towards them. After all, they are part and parcel of the Indian society and they do deserve an honorable place in the country. Why should the authorities offend a community that has the ability and capacity to bring them to their knees? It's time to refashion approach towards the Dogras. |
