J&K all set to have 3-tier Panchayati system ::Sham

JAMMU, MAY 28-Minister for Health, Horticulture and Floriculture, Mr Sham Lal Sharma has reiterated the government’s commitment to empower the Panchayat institutions at par with the other parts of the country to ensure effective decentralization of power to the public representatives at the grass root level.
The Minister was addressing a mammoth public meeting at Nun Akhnoor here today. The newly elected Panches and Sarpanches of the 51 Panchayat segments of Akhnoor Block were also present on the occasion. Vice Chairman, J&K Advisory Board, OBC, Mr Kuldeep Raj Verma, Additional Divisional Commissioner Jammu, Mr D R Sharma, Director Health Service Jammu, Mr Ashok Sharma, Director Horticulture, Mr J L Sharma, Director Floriculture, Mr K K Sharma, SDM Akhnoor, Additional Development Commissioner, Jammu, DySP Akhnoor and all the sectoral officers of the various departments were also present on the occasion.
Mr Sham said that the real aim of holding the panchayat election in the state was to empower the people at the grass root level so that they can become a part of the decision making and plan formulation. He said this would help in accelerated and need based development of the rural areas, besides strengthening the base of democratic system in the state. He asked the elected public representatives to devote their fullest attention to the development and welfare of the people who have reposed their faith in them.
Mr Sham said that the state of Jammu and Kashmir was all set to have a 3-tier Panchayati system as per the provisions of 73rd amendment of Indian constitution. He said that election of women panches and sarpanches in various Panchayats of the state has added another significant aspect to these grass root level democratic institutions. He hoped that the women members in particular will focus on solving the problems of the women folk. He said the huge representation of the women in panchayats has become possible with the 33% reservation given to them in the state in the lections of these rural bodies.
The Minister asked the Panchayat members to take up maximum works under MGNREGA and other employment generating schemes as this will not only help in providing employment to the people, but also in creating durable assets in their respective areas.
The Minister and officers also had an interaction with the newly elected members and congratulated them for their victory.
On the occasion, Panches and Sarpanches presented their view point and expressed faith in the present leadership. They also congratulated the government for holding free and fair panchayat elections.
