Interlocutors gave legitimacy to anti-India "peace" conference | Cheshma Shahi Declaration | | Rustam EARLY TIMES REPORT JAMMU, May 28: On May 16 and 17, the so-called J&K Peace Foundation organized an international "peace" conference at Sher-e-Kashmir International Convention Centre (SKICC), Srinagar. It was a very costly affair. Nobody knows who funded this conference. It is alleged that it was New Delhi which funded this conference. Several persons, including some Indian parliamentarians and persons from Bangladesh, took part in it. The Arab League was also represented in the "peace" conference. The fact of the matter is that those who want New Delhi to quit Kashmir were there in the conference in full strength. It is significant to note that J&K Governor N N Vohra had inaugurated this conference. Perhaps he did not know as to what the participants would discuss and recommend. Not only this, all the three interlocutors - Dileep Padgaonkar, Radha Kumar and M M Ansari - made their presence felt in the conference by making certain controversial statements, including the statement that the people's participation on the panchayat elections and Kashmir issue were two different things. Their presence did give legitimacy to those who had gathered at what could be legitimately termed as a rabidly anti-India "peace" conference. Had the interlocutors and persons from the Raj Bhawan stayed away from this conference, it would have been better. Anyway, they associated themselves with the conference and it was their decision. Should the May 16 and 17 conference on Kashmir be termed as "peace" conference? No. It just cannot be termed as "peace conference" when one takes into consideration what lays enshrined in what the participants in the conference called "Cheshma Shahi Declaration." For, the declaration was patently Kashmir-centric and militant and separatist friendly. It would be only appropriate to reproduce here some of the most relevant portions from the Cheshma Shahi Declaration to put things in perspective. They read like this: (1) "Since 2008 till date, the deaths of more than two hundred youths, including the cases of disappearances and custodial deaths of thousands of innocent young people, should be inquired into at the hands of sitting justice of hon'ble supreme court of India so that delinquents are brought to book." (2) "We further demand rehabilitation of militancy-affected families, as also those militant families affected during anti- militancy operations." (3) "It is also urged upon the central and state Governments to ensure one employment in Government job in each family to create confidence in the frustrated families. All the political prisoners in J&K be released forth with and the cases registered against stone palters be withdrawn." (4) "Phased withdrawal of Armed Forces Special Powers Act (AFSPA) to create a congenial atmosphere." (5) "All promises made to the people by the central government during last 64 years, including Delhi agreement of 1952, signed between Jawaharlal Nehru and Sheikh Mohammad Abdullah…" be honoured. (6) "It is further urged upon both India and Pakistan to liberalise Visa restrictions…" (7) "It is also urged upon all the stake holders - India, Pakistan and people of Jammu and Kashmir -- to sit across the table to find a lasting solution to the vexed problem to rid the people of violence, death and destruction." (8) "We also call up on the Government of India to implement the recommendations of interlocutors in seven reports already submitted by them…" (9) "Permanent pension of widows whose husbands were killed during turmoil." (10) "Launching of special recruitment drives for youth of valley. Earmarking seats for students of valley in all India Entrance Examination conducted by CBSE for medical colleges and IIT JEES." (11) "Introduction of a special scheme for interest free loans and bank advance etc." Every word the declaration contains is self-explanatory and, hence, no need to reflect on the implications of the Cheshma Shahi Declaration. Even a naïve can draw the right conclusion. |
