Is Delhi treating Kashmiri separatists a spent up force? | | | Early Times Report JAMMU, May 28: Kashmiri separatists seemed to have been gripped by uncertain future following their hunch that they were being ignored and sidelined by the Government of India. Many among them feel that they were losing whatever relevance they had or they deserved. Inside reports reveal that even the moderates in the separatist camp have now been pleading for roundtable conference where Pakistan, India and the representatives of people of Jammu and Kashmir would discuss and debate issues that could result in the settlement of the Kashmir issue. The fears that they have been ignored and sidelined by Delhi are the outcome of two developments. One, during the last five years there has been no serious attempt by New Delhi at engaging the separatists in talks. Though several central leaders, including Prime Minister, Manmohan Singh, have been voicing their favour for resumption of talks with all those sitting on the other side of the fence no serious bid had been made for inviting them for the dialogue. No formal invitation for talks had been sent. And if any written and verbal invitation for talks had been made it had been done by the three interlocuters. Such an invitation for talks had no significance after the separatists announced their decision to boycott the interlocuters. If the separatists are prepared to hold talks they wish to do so either with the Prime Minister or a group of ministers constituted by the Prime Minister. Secondly, the separatists are under an impression that following the reopening of the channels of dialogue between New Delhi and Islamabad the Government of India did not, possibly, feel it necessary to keep the process of dialogue open with the Kashmiri separatists. Senior separatists, wishing to remain unidentified, said "yes were believe that Government of India has sidelined and ignored us as it (Delhi) is under the impression that the Kashmir issue can be settled bilaterally between India and Pakistan." These separatists are of the firm opinion that had not Pakistan got entangled in the internal political and security crisis, following step up in terrorist activities, New Delhi would not have opted for ignoring "us." One senior Hurriyat Conference said "we have been receiving full political diplomatic support from Pakistan and with Islamabad in the grip of tension and internal conflict there would be no meaning for any such support from Islamabad. This is the major reason for the Government of India to adopt 'I do not bother' attitude towards us." They said that New Delhi is mistaken if it thinks talks with Islamabad can ensure peace because any durable solution to the Kashmir problem can be evolved only through triangular talks so that the aspirations of India, Pakistan and the people of Jammu and Kashmir were satisfied. These separatists believe that Chief Minister, Omar Abdullah, was simply trying to earn "our goodwill so that his Government does not face any major problem other type it faced during the five summer months of 2010." Hence, day in and day out, Omar has been pleading for not only In India-Pakistan dialogue but also for New Delhi-separatists talks. Heavy participation of people in the ongoing Panchayat elections despite repeated calls for boycott given by the separatists seems to have encouraged Delhi to ignore leaders of the two factions of the Hurriyat Conference. Reports revealed that New Delhi has come to the conclusion that besides loosening Pakistan's support split in the separatist camp giving rise of more than six groups have forced them to lose their teeth. Hence New Delhi does not find it necessary to engage the separatists in any purposeful dialogue. However, analysts are of the opinion that if New Delhi has come to such a conclusion it is too premature because if not anything else the separatists can prove potential mischief mongers. Hence it would be sheer bad politics if the centre snaps ties with them. |
