EARLY TIMES REPORT
Rajouri, May 28: If you are thinking that what has been estimated on papers by the Roads and Buildings department is being utilized on grounds then you are wrong!
The department is black marketing 50 percent of construction material in Rajouri district which has come to the lime light after a vehicle of the department has been seized by the police from which 50 percent material had been sold before it reached the construction site.
As per sources, there is open loot by the government officials in the construction works in Rajouri district. The estimates are being made and huge amount is being fixed for the construction. However, only 20-40 percent material is being used on the ground and remaining is being sold in open market to gain profit.
The example of misuse of government material in Darhal is an eye opener to determine the style of functioning in works department where things are not in order.
Sources said that the department loaded 100 bags of Cement in a department vehicle bearing registration number JK11-5391 to supply the same for use in the construction of a road in Darhal but before reaching the spot 50 bags were sold to one Ghulam Qadir son of Lal Resident of Mulath on low rates.
Sources said that the vehicle was driven by PWD employee Naveed Hussain son of Mohammad Hussain resident of Mendhar area while road contractor Mohammad Lateef son of Kalu resident of Leeran area of Rajouri was also accompanying him in the vehicle.
Although it is yet to clear who is real culprit in the illegal trade of government cement but police has reportedly taken action against all the three. Sources said that a First Information Report (FIR) bearing number 54 of 2011 stand lodged in Police Station Darhal under section 409, 406 Ranbir Panel Code and an investigation has been launched to get further information of black marketing from them.
All the three were arrested by the police.
If sources are to be believed this is not an isolated incident, black marketing is going in large scale in the R&B and Consumer Affairs and Public Distribution Department and only 20-40 percent material is reportedly used in the works. They added that it is why department officials have raised their private buildings which are talking to the sky in Rajouri.
Police have admitted that it seized a department vehicle and arrested 3 persons who are involved in illegal trade of government cement.
