Cabinet sub commitee to hold third 'crucial' meeting on Jun 1,
Examining Justice Sagheer Ahmad report on Centre-State ties --- 'Members from both NC, Cong to put forth views for first time'

Jammu, May 28: The biggest ever cabinet sub committee set up to examine the report submitted Justice Sagheer Ahmed on the fifth Working Group of Prime Minister to discuss State- Centre relations is meeting up for further crucial deliberations on June 1. The jumbo sized cabinet sub committee has 8 members on board four each from Congress and National Conference. This is the third time panel is meeting and it assumes significance as the members from both the allies would put forth views and suggestions on what they have gathered from the report.
Sources said the government is keen on expediting the deliberations by the sub committee on Justice Sagheer Ahmad report so as to send its comments about the same to Centre which had sought this last year. Though cabinet sub committee met twice in the past, one meeting held early this year but it has not been able to make much dent as far as some progress in registering the views of the members is concerned. This is important not only in view of the fact that this is the coalition government where Congress opinion about the issue is equally important but also on account of the fact J&K state has regional diversity and any recommendation made by this panel has to be acceptable to the members from all the three regions, no matter what their political affiliations are as ministers in the present government, sources said adding that it is for this purpose three members each from Kashmir region and Jammu region besides two members from Ladakh region are in this sub committee.
Though Justice Sagheer Ahmad is reported to have given thrust on 'autonomy' as the viable political option with indicators on restoration of the relations between J&K and Centre as these existed on the terms and conditions accepted under instrument of Accession, there are certain provisions and aspects which may not be acceptable in toto to the NC which is strong votary of the Autonomy, sources said adding that it is in this background the sub panel may go in for making some further suggestions in its report which is to be ultimately submitted to Centre for consideration. Though Congress as main ally of the NC led coalition government may not fully agree with the 'pointers' indicating restoration of autonomy, sources said the panel would find out some 'middle path' which is mutually acceptable to both Congress as well as NC while taking care of the 'aspirations' of the three regions as well.
Sources said government doesn't want to rake up any controversy on regional basis over the issue though it is very formidable task particularly for NC to register unanimity in this panel on account of political and regional diversity. Though Congress in its election manifesto has not opposed the idea of further consolidation Article 370 which lays foundation for strong state-centre relations under some 'guaranteed' terms , in the present day political scenario it may not be so easy for the Congress to ' happily' agree to what Justice Sagheer Ahmad has recommended in his voluminous report. Government has adopted a 'tacit and cautious' approach in naming ministers as members for the panel while trying to convey that it would incorporate opinions and suggestions of 'veterans and experienced' ministers over this sensitive issue. The sub panel is for certain to make some rectifications, modifications by incorporating fresh views sources said adding that it would necessarily look what implications these will have on the entire state when it comes to final implementation.
Apart from AR Rather Finance Minister who heads the panel, other members of the committee include Rural Development and Law & Parliamentary Affairs Minister Ali Mohammad Sagar, PHE minister Taj Mohi-u-Din -all from Kashmir, Industry and Commerce Minister Surjit Singh Slathia, Revenue Minister Raman Bhalla, Health Minister Sham Lal Sharma-from Jammu and Tourism Minister Rigzin Jora and CAPD & Transport minister Qamar Ali Akhoon both representing Ladkah region.
The third meeting, which in no way is assumed to arrive at any conclusion at this stage, however assumes significance in view of the fact the three interlocutors appointed by the Centre have reached the stage of submitting their final report to the Centre on political aspirations of J&K and the recommendations to settle the imbroglio. The state government is also reported be keen on submitting the report after examining the Justice Sagheer Ahmad Report to Centre so that it Centre is able give considerate thought on it. It is worthwhile to mention that the report prepared by the cabinet sub committee will be kept before the entire cabinet and after its approval it will be sent to the Centre.
