| Outgoing KU VC throws rules to winds | | Grants 3 yr leave to female faculty member | | Early Times Report Jammu, May 29: Throwing rules to winds, the outgoing Vice Chancellor of Kashmir University, Reyaz Punjabi, has allowed a female faculty member to proceed on three-year leave with salary the concerned HoD and Dean’s opposition notwithstanding. Sources told Early Times that a junior faculty member of Department of Sociology and Social Work approached her head of department for grant of three-year level. However, the HoD rejected her application on the plea that there was already shortage of faculty in the department and the University wasn’t in a position to make an alternate arrangement in view of a recent circular from the government. Sources said the concerned Dean also rejected the leave on the same grounds. According to a recent Finance Department circular No spl/codes/110-45/2011, because of paucity of funds all the appointments/engagements on contractual/adhoc/consolidated/casual basis have been stopped with immediate effect. The circular says in clear terms that no Dean/Hod/Director/officer of the University shall initiate/move/propose/recommend any kind of proposal for engagements in future. Sources in KU administration said that the HoD in his note has clearly mentioned that if the leave is granted, student community would suffer. “How can the VC grant leave without making alternate arrangements for the students? The decision has jeopardised the career of students,” they said. Sources added that the faculty member challenged the HoD in front of other colleagues that she will manage the permission without his consent. “She humiliated the HoD in front of everybody after the later tried to explain the reasons to her. She has been in news for wrong reasons since 2009 in the University but due to her close proximity with Reyaz Punjabi no action was ever taken against her,” sources revealed. According to University norms, a departmental committee meeting has to be convened which decides whether long leave should be granted to any faculty member or not. There should be a general consensus among concerned Dean, HoD and all the faculty members in the department before leave is granted. “The outgoing VC had no moral authority to take such a decision. He didn’t even bother about the note the concerned HoD had written on the file,” sources said. The students of the department have pinned their hopes on new Vice Chancellor. “We hope Dr Talat who will take over next week will either cancel the order or make an alternate arrangement for us,” a group of students told ET. |
