Upset over non-payment of IAY instalment, woman commits suicide | | | EARLY TIMES REPORT JAMMU, May 30: Contrary to the tall claims of the State Government to uplift the weaker sections of the society, the poor and needy are made to run from pillar to post to avail various welfare schemes meant for them. With the denial of their right, the people sometimes get frustrated and disillusioned which on occasions could prove fatal. And, yesterday’s shocking incident in RS Pura wherein an elderly woman committed suicide reflects that how much the ‘official apathy’ is rampant in the State towards the beneficiaries of various welfare schemes. Fed up over the continuos refusal of the authorities to grant second instalment under Indira Awas Yojna (IAY), the 50-year old Kanta Devi wife of Satpal of village Badyal Brahmana in RS Pura, ended her life by setting herself ablaze. The charred body of the deceased Kanta was found under mysterious circumstances from the under construction house of the former. It was the same house for which Kanta made rounds of the Block Development Office, RS Pura to get the second instalment under IAY released. According to the husband Satpal, the deceased Kanta was upset over the refusal of the authorities to sanction the second IAY instalment. He said, “ For the last three months, she made several rounds to the BDO office, RS Pura so as to receive the second instalment under IAY for laying the slab of our under construction house.” “After getting the first instalment of Rs 30,000, we started the construction of the house and only able to raise the four walls… With the lack of accommodation we were putting up in the neighbour’s residence,” Satpal said Satpal informed that due to the poor economic condition he and his wife were doing labour work. He said, “Following the marriage of two daughters, my only son went to Assam to earn bread and butter for the family… He is working in a factory there.” Satpal, who is ailing for the past some time, said on the fateful morning of Sunday, Kanta left the house saying that she is going to the nearby temple. “I got the information of the sad news after some villagers noticed the half burnt body of Kanta…. I would not have imagined it in my wildest dreams that my wife could commit suicide over delay in construction of the house,” sobbing Satpal said BDO Girish Chander Sharma denied having any knowledge of Satpal’s pending file for IAY funds. Similarly, the Village Level Worker Tilak Raj also feigned ignorance over the said file. However, the villagers alleged that the IAY funds are being misused by the concerned officials of the Rural Development Department. “The Badyal Brahmana incident is an eye opener for the state government… The RDD department is to be squarely blamed for the gory death of Kanta Devi… The incident needs to be probed thoroughly,” they said The news of Kanta’s suicide sent shock waves and spread like a wild fire in the entire village. Soon after the body of the deceased was noticed by the locals in the under construction house, the police was also informed about the mishap. On reaching the spot, the police took possession of the body and sent it to Sub-District Hospital RS Pura for post-mortem. After conducting the post-mortem, the body was handed over to victim’s family members for last rites. Police have registered a case and initiated inquest proceedings under section 174 Cr PC of Ranbir Penal Code (RPC).
