‘Teachers don’t need prior permission to pursue courses through Distance mode’

Jammu, May 30: In an RTI application filed by Vilakshana Singh, advocate , the Public Information Officer Joint-Director, Directorate of School Education has stated that "there is no rule which requires a teacher or any other employee of the education department to seek prior permission for seeking admission in courses through distance mode."
However such employees shall have to get their leave sanctioned whenever they absent themselves for the purposes of such studies.
The said PIO has further stated in his information that there is no binding on the RETs to enhance their qualification as private candidate. Thus the RETs can enhance their qualification as private candidates.
In this regard the said PIO also supplied a copy of the Circular no. Edu/Misc/NG/04 dated 15-10-2004 issued by the Education Department whereby it has been clarified that teachers teaching guides engaged under Rehbar-e-Taleem scheme, Sarv Shiksha Abhiyan including Education• Guarantee Scheme who are desirous of improving their academic qualification should be allowed to do so as private candidates.
In response to further information sought by Vilakshana Singh, the said PIO has provided that in Jammu Division 105 Lectures and 2654 Teachers are working in the same school continuously for a period of 5 years or more.
The detailed list of such teacher lectures shows that some teachers are continuously staying at the same school for 30 years.
The information provided by the PIO further reveals that 257 lectures and 31 teachers have been transferred in mid session in Jammu province.
Further, 49 Lecturers have been transferred before completion of two years of stay at one station.
Singh has said that the Education Department is not following the transfer policy framed by the state govt. On one hand some teachers are teaching in same schools for 30 years whereas some are being transferred even before completion of two years stay at one station
