Dal lake conservation model for Rajasthan | | | One is amazed,especially those who have watched during the last 30 years the growing encroachment and pollution of the Dal lake in Kashmir,over the recommendations of the Union Ministry for Environment and Forests to the Government of Rajasthan suggesting it to introduce the model adopted by the Government of Jammu and Kashmir for conservation and development of the Dal Lake in Srinagar.It is on the basis of this recommendation that a six-member team from Rajasthan has been in Srinagar to discuss with the functionaries responsible for the lake development programmes in Kashmir so that the team could carry back a blueprint for the preservation and development of lakes in Rajasthan. Even if the successive state Governments have not been able to carry out proper conservation and development of the Dal lake the team from Rajasthan will get enough material from the Kashmir authorities because during the last 30 years series of exercises and experiments have been carried out for conservation of the Dal lake so that it is freed of weeds and pollution. During these years not less than Rs. 5,000 to Rs.7,000 crores may have been spent on the development and conservation of the Dal Lake but one does not find any major improvement.The Lake is choked by weeds and other pollutants and its area continues to dwindle because of encroachment.Bigger joke is that several hundred families that had built houses and raised kitchen gardens on the lake surface were yet to vacate the Dal premises even after having received compensation and had been allotted plots for construction of houses.Possibly the Government of Rajasthan is not aware of it.Hence the Government of Rajasthan is embracing the famous Dal Lake in Srinagar as a model for conservation of its lakes which are confronted with multiple problems including pollution and siltation.Officials said on the recommendation by the Ministry of Environment and Forests, Government of India, the Rajasthan Urban Infrastructure Finance and Development Corporation Limited (RUIFDCO) has deputed a six-member team to Srinagar to “learn about the conservation measures of Dal Lake.”The feedback by the team would be incorporated in restoration of five lakes in Rajasthan under the National Lake Conservation Programme, besides the preparation of the Detailed Project Reports (DPRs) for conservation of 12 other water bodies in the desert-state. Pertinently, the lakes in Rajasthan which are heavily dependent on monsoons, are marred by scanty rainfall, unabated mining in catchments, siltation and agricultural run-off. As far as learning from the officials connected with the lake development projects in Kashmir the exercise would be fruitful.It all depends on the implementation of the schemes and plans.The Government of Kashmir has had the services of world famous lake conservationists and the Government of India has been liberal in releasing funds for the conservation of lakes and other water bodies.But when one compares the quantum of funds the state Government received from the centre and the level of development of the Dal Lake one finds there is no match between the two.Funds have been shown to have been spent like water for irrigation or for power generation but the results have been dismal because of the poor utilisation or mis-utilisation of the funds.While on one hand the Government has been introducing one scheme after the other for getting the Dal lake rid off weeds and pollution on the other side permission is being granted to hoteliers and traders for setting up hotels and shopping complexes on the banks of the Lake.The latest instance is the huge hotel complex having been raised on the Kralsangri,overlooking the Dal Lake.This way the entire filth and refuse from the hotel complexes and the huts besides those from other hotels,built on the lake banks during the last 35 years,flow direct into the Lake raising the level of pollution.Rajasthan Government should not copy this model.
