CU of Kashmir fully functional, KU on top of official agenda | Jammu Central University | | MINCING NO WORDS NEHA EARLY TIMES REPORT
JAMMU, May 30: The Central University of Kashmir, which started functioning some two years ago, has today become almost fully functional. Since then, it has been imparting instructions in three courses, with the students, mostly Kashmiri, being the main beneficiaries. The courses include MSc Information Technology, MA English and MBA. The authorities in the Kashmir Central University have also planned to introduce five new courses this year. These would include Economics, Mass Communication and journalism, Mathematics and 5-year course of BA, LLB. According to the Vice-Chancellor, the university would impart instructions in these courses from June this year. As for the attitude of the State Government and Central Government, it is more than positive. In fact, the concerned authorities have been doing all that they could meet all the needs of the university so that students do not suffer and university caters to the needs of the people. The attitude of the State Government and Central Government towards the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), Kashmir, as well as Kashmir University, which is imparting instructions in more subjects as compared to the University of Jammu and getting more funds and which is also superior to the University of Jammu in terms of faculty and infrastructure, has been no different. Rather, the University of Kashmir is on the top of the official agenda. That it is so became evident on May 26, when Union Minister of State for Science and Technology Aswani Sharma announced a 12-point programme in Kashmir University – programme aimed at meeting the additional educational needs of the Kashmir-based students. The Early Times yesterday reported that the announced package, among other things, “provides for the encouragement to University (read Kashmir University) groups interested in specific research programme to apply under scheme called ‘respond’; establishment of ‘centre of excellence in atmospheric sciences; creation of ‘opportunities for students (in Kashmir) interested in the research areas of astronomy and atmospheric sciences and planetary sciences’; elevation of the ‘Sher-e-Kashmir University of Agricultural Sciences and Technology to a ‘model university’ for mountain agricultural education and research”; and “international fellowships.” Sharma also announced that the UPA Government “has decided an annual grant of Rs 200 crore to Kashmir for next five years.” What about the sanctioned Jammu Central University? Neither the authorities in the state nor in New Delhi appear willing to set up the same. The reason: The Dogras of Jammu opposed the move of the Central Government to impose the controversial, nay Pakistan, separatist and Kashmiri-fundamentalist-friendly, Amitabh Mattoo on the Jammu Central University as its Vice-Chancellor, as also their demand that a Jammu-based academic be appointed as its first Vice-Chancellor. It appears the authorities are punishing the Dogras of Jammu. As far as the Jammu leadership – both in and outside the government -- is concerned, its attitude towards the Central University of Jammu is no different. While the Jammu leadership, which is part of the government, has been dancing to the tunes of their political bosses, the Jammu-based opposition parties have all gone in hibernation. In fact, they have forgotten Jammu and the Dogras of Jammu have almost abandoned them. The main reason is that these so-called Jammu-based opposition parties, including BJP, the JKNPP and the JSM, made common cause with the NC, the PDP and the Congress, fooled the Dogras on April 13 and voted for parties that have only destroyed Jammu politically, socially, economically and culturally. The prevailing discontent across the land of the Dogras has to be viewed in this context. It would be only appropriate if the authorities adopt a positive attitude towards the Dogras and treat them at par with Kashmiri people. Such an approach would not only send a right signal but would also harmonize inter-regional relations to a considerable extent.
