Are the Panthers really committed to what they say? | JAMMU CENTRAL UNIVERSITY | | EARLY TIMES REPORT JAMMU, May 31: The Jammu and Kashmir National Panthers Party (JKNPP) threatened on Monday that it would launch a “massive agitation if the Central University is not established in Jammu within one month.” “If it is not made functional within one month, the NPP would start indefinite protest dharna outside Parliament in New Delhi,” said MLA and former cabinet minister Harshdev Singh, and asked: "If a Jammu Dogra can become Chief Justice of India or an Army Chief, why can’t a Jammu academician become VC of Jammu Central University." He, in addition, condemned the negative attitude of the Congress and NC ministers from Jammu towards the issue and accused them of maintaining “criminal silence over the matter.” He described the delay as “most unfortunate” and “great injustice to the people of Jammu province.” No one can disagree with the JKNPP leadership when it expresses its concerned over the inordinate delay in the establishment of Central University of Jammu. Nor can anyone disagree with it when it accuses the Jammu-based Congress and National Conference ministers of adopting a negative attitude towards the issue that the people of Jammu province hold very dear. The JKNPP leadership also makes a very valid point when it asserts, and rightly, that if a Dogra could become Chief Justice of India or Chief of the Army Staff, why can’t a Dogra become Vice-Chancellor of Central University of Jammu.” However, the question to be asked to the Panthers is: Are they really committed to what they say? The answer seems to be a big No. The manner in which they have been conducting themselves since January this year does suggest that they have lost their way and that they are not able to decide which of the issues they should take up in right earnest. A reference here to just two recent examples would establish that the Panthers have not been able to decide what should they do or which issue they fight for till it is resolved. One is their failure to implement their agenda 2011. It may be recalled that it was on January 9 that the Panthers had adopted with much fanfare Agenda 2011. The Agenda promised reorganization of the state and separate Assembly and separate Chief Minister for Jammu province. Did the Panthers do anything in this direction? They didn’t. They organized one dharna in front of the State Raj Bhawan and held a couple of demonstrations and that’s all. They did so some two months ago, and thereafter, they forgot their Agenda or abandoned it. The other is the manner in which the Panthers took up the issue of Dogra certificate. In the first week of May the Panthers made a lot of noise and threatened a massive agitation after May 11 in the event of the State Government not revoking the April 28 decision under which the March 25 decision of Dogra certificate had been revoked. It turned out to be a hollow threat. The Panthers organized dharna on May 11 and that’s all. Even the dharna was not an impressive show. The Panthers didn’t do anything after May 11 to persuade the authorities to issue Dogra certificates to those desirous of joining Central paramilitary forces, including CRPF. It’s no wonder then that the people of Jammu province do not really trust the Panthers. So much so that they equate the JKNPP leadership with the BJP leadership and accuse both of them of bartering their dignity and interests in order to please the pro-separatist PDP, the pro-autonomy National Conference and the controversial Congress. It needs to be underlined that while the JKNPP legislators had voted for the PDP candidate on April 13, the BJP legislators had voted for the National Conference and the Congress candidates to ensure their entry into the Legislative Council. Will the Panthers stick to what they solemnly said on Monday as far as the Central University of Jammu is concerned? It is a very difficult question – difficult because their track record is very poor. One thing is clear: The shabbily treated people of Jammu province are keeping a close watch on what the Jammu-based political actors have been doing, particularly since April 13, when all the Jammu-based MLAs, without any exception, made common cause with the essentially anti-Jammu Kashmiri ruling elite.
