Testing time for Dental College students again! | Provisional Degrees yet to be issued to Ist batch | | KUNAL SHRIVATSA EARLY TIMES REPORT JAMMU, May 31: Pursuing a professional degree course especially in Medical Science is a dream cherished by many; however, getting admission in Government Indira Gandhi Dental College, Jammu for the first batch students of 5-year Bachelor of Dental Surgery (BDS) course has become a nightmarish experience. The group of 18 beleaguered students of 2004 batch is facing a peculiar situation, that too for no fault of theirs, as they haven’t yet received their provisional degree certificates despite completing the mandatory internship. According to the students, the Jammu University authorities are citing the delay in issuance of the certificates to the incomplete internship process. “We were told to talk to the College authorities as some matter is to be resolved as far as issuance of our provisional degree certificates is concerned but the college administration when approached said that they are totally unaware of the development,” a first batch student, Deepak said “We were flabbergasted when the University authorities told us that the varsity doesn’t know the duration of our course… We were dumbfounded when they further said that University has not yet prepared a format to issue the Provisional Degree,” he added Deepak further said that the college has not paid them Internship stipend for 54 days. The students alleged that not only the University but the College administration also ‘deceived’ them as their internship certificates were also held up for almost one month without any reason or rhyme. The students informed that some of them completed their internship on April 28 last while the others finished it on May 7 last. Though the laid down norms clearly mention that a College has to issue the Internship Certificate within 24 hours of the students completing it, the Indira Gandhi Dental College administration failed to comply with the guidelines. Ironically, the College authorities issued the certificates after a delay of almost a month. Moreover, the University has to issue the Provisional Degree Certificate with in three days of the receipt of application from the student but here again the ‘poor’ students made to suffer. “The authorities are making a complete mockery of the system….. It is not for the first time that we are at the receiving end … Even the internship certificates were also issued a month later of the scheduled time period,” another student Abhishek said With no provisional degree in their possession, the students are nowhere to go since they could not opt for the compulsory House Job. In that event the students may not be able to complete their degrees even after a long wait of seven years. “Provisional Degree Certificate is a necessity for us to undergo House Job or to seek admission for Masters in Dental Surgery (MDS)… Without a valid certificate our entire hard work could go waste,” Pawan Singh said Sources, revealed that there is no other issue per se, except the real tangle, which is de-recognition of college by the Dental Council of India (DCI), the real reason behind holding of provisional degrees by the University. It is pertinent to mention here that the DCI had de-recognised Indira Gandhi Dental College for not adhering to the laid down norms, however, to safeguard the interests of the students, the batches of 2004, 2005 and 2006 were given one time relaxation and their degrees would be considered valid. When contacted Controller of Examinations University of Jammu , Prof GM Bhat said that the matter is under consideration and in due course of time it would be resolved. “The University has to study the DCI norms …. We have to be clear on it first before issuing the Provisional Degree Certificates…. As far as the problems being faced by the students
