As Sumb PHC staff plays truant, boy dies for want of medical treatment | MO chargesheeted, five others suspended | | Early Times Report JAMMU, June 2: When a 10-year-old boy was taken for treatment to primary health centre (PHC) at Sumb in Samba Wednesday evening, it was virtually found without any staff. The family waited for a while for a doctor to come. However, when no one turned up, they shifted him to the Samba district hospital, but he died on the way. It was alleged that he died for want of medical treatment. Had he got timely treatment at the Sumb PHC, he could have survived, feel locals. Raman Singh (10), son of Jagdev Singh of Danei, Sumb, drowned in a village nullah last evening. Soon after he was taken out of the nullah waters by some locals, he was stated to be alive and breathing. The people shifted him to the Sumb PHC only to find that the staff had already left. They waited for a doctor to come to save Raman's life, but when they came to know that the staffers were unlikely to come as they had gone homes, they shifted him to the Samba district hospital where doctors pronounced him brought dead. This sparked off strong protest against the Sumb PHC staff. The people also made a complaint against them with the district administration. It was alleged in the complaint that the employees were found absent when Raman -- a 5th class student -- who had accidentally drowned in water, was shifted to PHC for treatment. As the matter was serious, assistant commissioner (revenue) and tehsildar, Samba, were rushed to the village to look into the allegations. Explanation was also sought by the district administration from chief medical officer and block medical officer for the lack of control and supervision on their part. After it was establisahed that the PHC staff was "unauthorisedly" absent from duty, the district administration ordered to chargesheet PHC medical officer, Dr Indu Bala. Five other PHC staffers were placed under suspension. They included health educator Vikram Gupta, basic health worker Chanchal Singh, community health officer Neelam Gupta, nursing orderly Kundan Singh and safaiwala Tarsem Masih. A PDD junior engineer and SBA were also suspended for their negligence while serving at receiving station, Samba. An order was also issued for the suspension of Gurdish Raj, technician-IV, and SE was asked to take action warranted under rules against the AE and JE concerned for lack of supervision on their part. Later, a meeting of senior officers of PDD was held to work out a plan for ensuring adequate power supply, besides taking stock of the repair and renovation works in the sector. The meeting was also attended by chief Engineer, EM&RE, Shehnaz Goni, Superintending Engineer, EM&RE circle I, executive engineer STD II, executive engineer and EM&RE division, Samba.
