Kashmir doesn't constitute state
Ignoring Jammu

Jammu, June 4: The so-called trouble-shooters have become quite active. They are organizing seminars on Jammu & Kashmir in Kashmir and outside. They are, in addition, knocking at the doors of separatists like Syed Ali Shah Geelani, Mirwaiz Umar Farooq, Yasin Malik, Shabir Ahmad Shah and others. They are also meeting members of the so-called civil society in Kashmir. Some of them are even using the good offices of Governor NN Vohra to prepare ground for what they call settlement on Kashmir. Almost all of them are taking on the state government, headed by Omar Abdullah, and accusing it of adopting oppressive measures to silence the "voice of the people." These so-called trouble-shooters are also using the University of Kashmir for preaching what they believe could resolve the so-called Kashmir issue.
The most striking aspect of the approach of all these trouble-shooters and the so-called track II operatives towards Kashmir is consensus among them on several issues. For example, all of them, without any exception, describe the otherwise communal problem in Kashmir as "political problem" and demand a "political solution." By political solution they mean greater autonomy, self-rule, even right to self-determination, withdrawal of army and anti-terror laws from Kashmir, general amnesty, concessions to Pakistan, and so on. They also describe their suggestions as confidence-building measures.
Similarly, all the so-called trouble-shooters and track II operatives are one as far as their attitude towards New Delhi is concerned. For example, they hold New Delhi responsible for the "alienation" in Kashmir. They assert that had New Delhi kept the promises made from time to time with the people of Kashmir, things in Kashmir would have been totally different and there would have been peace in the Valley. The New Delhi-appointed interlocutors also subscribe to this view. Besides, all of them assert that yet another cause of alienation in Kashmir is its under-development and unemployment in the Valley.
All this shows that these "trouble-shooters" and "track II" operatives are seeking to create an environment that panders to communalism and separatism in Kashmir and prepares ground for its separation or for its semi-independence, with New Delhi having little or no say in the Valley. It also shows that their whole approach is lop-sided and Kashmir-centric, nay one community-centric. New Delhi's approach towards the state has also been identical.
In other words, there is no place whatsoever in their scheme of things for Jammu and Ladakh, as also for the religious and ethnic minorities in the state opposed to what these "trouble-shooters" and "track II" operatives say, do and suggest in and outside Kashmir. And, it is this approach that has become a cause of concern in Jammu, which houses almost half of the state's population and occupies an area almost two times that of Kashmir.
Don't say that these "trouble-shooters", "track II" operatives and policy-planners in New Delhi do not know the ground realities in the state. Also don't say that they are no aware of the plight of the people of Jammu or the people of Ladakh. They know everything, but they refuse to acknowledge the realities in the state because their agenda is sinister and approach fundamentally communal. This approach would not do. Only a holistic approach can lead to the resolution of issues confronting different people in different regions of the state. And, the holistic approach is trifurcation of the state and bifurcation of Kashmir. Trifurcation of the state and bifurcation of Kashmir is the only durable solution. Hence, it's time for the "trouble-shooters", "track II" operatives and policy-planners in New Delhi to recognize that Kashmir is not Jammu & Kashmir and act accordingly. Not to recognize this fact or to continue to pursue the lop-sided approach would be only to complicate further the already rather complicated situation in the state.
