SC judge Justice Kabir inaugurates ADR centre at JK High Court, Sgr | | | EARLY TIMES REPORT Srinagar, June 04: The Supreme Court Judge and NALSA Executive Chairman, Mr Justice Altamas Kabir inaugurated today Alternate Dispute Resolution ( ADR) Centre at Jammu and Kashmir High court, Front Office, High Court Legal Services Committee, High Court Mediation Centre . On this occasion, Supreme Court Judge, Mr. Justice T.S Takhur and Acting Chief Justice of Jammu and Kashmir High Court, Mr. Justice F. M Ibrahim Kalifulla and other senior Judges, Bar Associations of Jammu and Kashmir Provinces and other legal luminaries were present at the function. The building is accommodated with Free Legal Aid Clinic, High Court Legal Services Committee, Computer/Ups, Mediation Centre and other facilities. The main purpose of the mediation centre is not only to provide free legal aid to the poor, downtrodden, needy, destitute, people living below poverty line but also to provide legal services to the poor, marginalised and weaker sections of the society categorised in section 12 of the Jammu and Kashmir State Legal services Authorities Act 1997, especially to the people living in faraway places, away from the seats of justice and the offices of the legal services institutions The aim of the scheme is to provide an inexpensive legal advice, drafting of petitions, notices, and replies, applications and other documents of legal importance and also for resolution of disputes by making the parties to see the reason and thereby preventing disputes reaching courts.In cases where legal services of a higher level is required, the matter can be referred to the legal services Institutions. Legal Aid Clinics are intended to provide legal relief easily accessible to the indigent and backward sections of our society. The legal clinics are like the primary health centres where a doctor and other auxiliary medical staff provide basic health care to the people situated in villages affected with poverty and social squalor. The main aim of establishing these legal institutions is to save the time of the litigants to solve their cases with their best satisfaction by mutual understanding and amicably, negotiations and mediationly. The para legal volunteers can perform two major functions like to spread legal literacy and to act as intermediaries between the needy population and the legal local institutions, allow parties to personally express their views directly, informally and confidentially without any fear of any adverse action. The parties themselves workout solution which meets their interests and thus gives them more satisfaction, helps to save time, energy, money and further bondage of relationship between the two disputed parties. The additional block housing ADR centre has been completed at a cost of Rs 400 lakh which would provide accommodation for judge chambers, rest rooms, waiting hall, dispensary, record hall etc. The work on the building was taken up by JKPCC in November 2006 and completed in June 2011. The build up area of this additional block is 20927 square feet.
