| Built police a vibrant people-friendly force: Governor to IPS probationers | | |
JAMMU, NOV 22 Governor Lt. Gen. (Retd) S K Sinha today urged the new generation of police officers to endeavour for making the force more people-friendly, saying that public goodwill is imperative for improving policing in the country. General Sinha was interacting with a batch of 40-IPS probationers, currently on professional tour to J&K, at Raj Bhavan here this evening. He said impartiality and fairness hold key to the success of the force. The Governor described police stations as cutting edge of the force and called for their strengthening and modernization to meet the present day challenges. He was of the view that police stations should have three wings to tackle law and order, gather intelligence and investigate crimes. ‘Well equipped police stations were well suited to counter crime and terrorism’, he added. The Governor regretted that the number of police stations could not grow compared to armed police battalions. While police stations have registered slight growth from 12000 in 1947, the armed battalions have crossed 1000 mark against 22 in 1947. He stressed the need for improving facilities at police station level and said that the recommendations of National Police Commission could have gone a long way in improving the functioning of police. General Sinha dwelt in length on history of police in the country and said that during the British Rule, Indian Police grew as a colonial police though in Britain it had a fine public-friendly image. During this era, British taught coercive methods to police. Over the years, many factors including corruption can have adverse impact on policing of any country; he said and called for developing a police ethos. ‘Police should be seen as friends of the people’, he added. The Governor referred to his close association with police during war and peace times and said he is aware of the difficult conditions in which the force has to function. He hoped that with right direction and spirit of commitment, police will come up to the expectations of the nation. Principal Secretary to Governor, Dr Arun Kumar and Inspector General, CRPF, Mr J C Dhabas were also present on the occasion. Mr Dhabas briefed the Governor that the officers were deployed in batches to various districts for knowing police and para-military functioning at the grass roots level. |
