| Officials misusing their position in issuing RBA certificates | | | Early Times Report
JAMMU, June 5: Whether declaration of rural backward areas has benefited the people of the areas declared as RBA by the State government for last one decade or not but it has surely helped the revenue officials in minting a good money.
According to sources the revenue officials in Kashmir Valley are openly demanding a hefty sum from the people applying for issuance of these certificates to make a good fortune for them. These officials have fixed charges for issuance of RBA and state subjects, sources added.
Sources said that recently in Sumbal Sonawri people protested against the role of revenue officials who were creating unnecessary hurdles in issuance of the RBA certificates to the people of the area. The people in protest have also warned to take up the issue to higher authorities as well as Chief Minister.
The peoples Welfare Association Ganderbal chairman Mir Ghulam Rasool Butwani who has taken up the issue with the Government alleged that the people visiting the tehsil offices for the issuance of these certificates by the Revenue Department are facing harassment. The revenue officials have fixed the rates for issuance of the backward certificates, he added.
He said the authorities are fully aware of the loot perpetuated by the revenue officials but they are deliberately giving them a free hand and instead of coming to the rescue of the poor people, the issuance of backward certificates have become a problem for them. Soon after the Government decided to declare various villages as RBA in the state the Revenue officials fixed the rate for the same.
Mir said that despite bringing the matter in the notice of higher authorities, not action has been taken by them to provide justice to hapless people. There is no one from authorities side to look into the matter and the constant stoic silence maintained by higher ups in the Revenue Department has emboldened the officials, he added.
Expressing concern over the Government’s silence over the issue, Mir said protection to corrupt and negligent authorities under law has led a lot of resentment among the masses. The people in Kashmir are already under the grip of violence for over last 21 years and the masses have suffered a lot, he added.
Mir wondered that Government on one hand is talking of restoration of peace and normalcy in the state and on the other hand it is helpless in curtailing the corrupt officials who are eating the vitals of the society. If Government is really sincere in restoration of peace and normalcy in the state in general and Kashmir Valley in particular, it should give a clean administration to people and act against the corrupt elements.
The present turmoil is the cause of malfunctioning of the successive governments in the state, nepotism, growing corruption and favoritism. This has generated a lot of resentment among the people of the Valley who also joined the anti social elements to wage a war against the system.
Had Government learned any lesson from the past mistakes it would have rally put the things in order and tightened the noose against the corrupt officers and officials, said Abdul Satttar a trade unionist in Valley. But the situation is going from bad to worse daily and Government is sleeping over the issue he added. |
