Need for regulating fee structure in Pvt.schools | | | Successive state Governments in Jammu and Kashmir have bungled as far as the issue of regulating tuition fee structure in private schools is concerned. Well fixing hefty sums of money as tuition fee in the private schools is a national phenomenon and Jammu and Kashmir cannot be an exception to this scene. If one takes into consideration the fee structure in private schools in Delhi, UP,Haryana,Punjab and Himachal one will be convinced that the fee slab in Jammu and Kashmir is slightly on a lower side than what is in force in other states. Parents have to spend anything between Rs.50,000 and Rs.one lakh on fee and on other expenses of each children per year and another Rs.30,000 to Rs.50,000 per month in private schools in Delhi and adjoining states. Private school authorities are not to be blamed for it because it is the amount collected as fee and other expenses from the students that teachers in private schools are able to get handsome monthly emoluments. In certain top schools in Delhi and its adjoining states one will find a row of cars outside the school premises which belong to the teachers. No Government can expect teachers, working in private schools and the owners of these schools, to upgrade the teaching skills and other facilities for the students unless they have resources. It is a common knowledge that the fee structure is the only bases for the resources and income of the schools. But invariably the lust of private school owners for minting money has been an endless feature with the result the hike in the tuition fee and expenses on other items keep on multiplying every year.It is in this connection that the Minister for School Education,Peerzada Mohd.Syed, has cracked a whip on private schools directing them to implement SRO-123 in letter and spirit and charge fees from the students according to the criteria fixed by the Government. The Minister while chairing a joint meeting with the officers of School Education and representatives of private educational institutions has stressed on the need to bring more transparency and improvement in the system. “Government will conduct a thorough survey in all educational institutions to regulate the fee structure and to improve the quality of education. We will ensure that private institutions charge reasonable fee from the students. We will also put a well- knit mechanism in place to monitor their activities,” the Minister said. He directed the representatives of private institutions to implement SRO-123 in letter and spirit and charge fee from the students according to the criteria fixed by the government. “Disciplinary action would be taken against those found violating the standing instructions. We will constitute a joint committee of government officers and members of private institutions to review the fee structure from time to time. The committee will also suggest various measures to the government to bring further improvement in the education set up,” he said. Well the Minister should have reviewed the nature of compulsions on the part of private school owners who charge hefty sums as tuition fee. Over the years it has been found that the teaching standard and facilities for students in private schools are more qualitative than in the Government run schools. For ensuring better academic atmosphere and infrastructure besides lucrative emoluments for teachers the private school owners need money that they are able to get through higher tuition fee structure. If the Government wants the fee structure to be lowered without having any impact on the quality of teaching, infrastructure and on the pay scales of teachers the Government should reintroduce grant in aid system.Yes,the Government needs to crack a whip on the private school owners whenever they force students to spend hefty sums on money on other unnecessary activities and on purchase of uniforms, stationery items, additional books etc etc.Private school owners take liberty in fleecing students and their parents because they(school owners) do not have any competition from the Government run schools. If Peerzada Mohd.Syed is able to improve the infrastructure, teaching aids and quality of teaching people may not be forced to send their wards to private schools where they have to pay through their nose on fee and other expenses. |
