From K.C.Pant to Kashmir committee | | | Whether on the Government level or through individual or agency efforts experiments continue to be carried out for finding a way for establising peace in Jammu and Kashmir.These efforts are being carried out for finding a durable settlement of the Kashmir issue.And if one examines the events that took place soon after the rise of militancy in Jammu and Kashmir in 1989 one will find that experiments have been carried out either by getting in touch with militants directly,as happened in 2000 when an attempt was made to win over the top leadership of Hizbul Mujahideen outfit,or by opening channels of dialogue with the separatists through interlocuters.And for about three years the central Government leadership has had series of talks with the moderates among the separatists.In fact one has travelled a long distance from K.C.Pant to Kashmir committee but the signs of peace and normalcy have eluded the Government.If one takes into account the efforts made by the Chief negotiators, K.C.Pant,N.N.Vohra and the three interlocuters,Dilip Padgaonkar,M.M.Ansari and Radha Kumar one is convinced that the three committees failed to clinch peace. However,the Kashmir Committee,headed by a prominent criminal lawyer,Ram Jethmalani,could cut some ice when,during its visit to Kashmir,he and his associates had easy access to the separatists.Despite the fact that he has joined the BJP and is a member of the Rajya Sabha he has revived the Kashmir committee and has visited the valley where he had no difficulty in meeting the moderates and the hardliners in the separatist camps.This time Jethmalani has made an interesting revellation by supporting Gen.Pervez Musharraf's four point proposal on Kashmir.The Kashmir Committee head and Bharatiya Janta Party (BJP) leader Ram Jethmalani has blamed the then National Democratic Alliance (NDA) government of incapacitating his mission Kashmir."For more than one reason, we left the mission half way. We did this mainly because allegations were levelled that we were obstructing the dialogue process in Kashmir, launched by the NDA government. It was none else but the then NDA government which impeded our role,” Jethmalani has stated.. Jethmalani is of the opinion that the four-point proposal of former Pakistan president Pervez Musharraf with slight modifications can provide the basis for the settlement of Kashmir issue.“I have myself suggested some changes in it and the same were approved by him (Gen Musharraf). He might be a dictator and done wrong to Pakistanis, but he was the best person,” Jethmalani said.The former Pakistan president Parvez Musharraf’s four-point solution comprised phased withdrawal of troops; local self-governance; making the borders in Kashmir irrelevant; and a joint mechanism in Jammu and Kashmir involving India, Pakistan and Kashmir.Jethmalani needs to be reminded that New Delhi had rejected Musharraf's four-point proposal thereby leaving any scope for the criminal lawyer to mediate between New Delhi and Islamabad on the basis of the proposal.But as far as the moderates among the separatists are concerned they have supported Pervez Musharraf's proposal.Indications are that a major section within the PDP and the National Conference does not find any basis for opposing the proposal because it has the potential of meeting their demand for self-rule and autonomy.Since there has been a major change in the guard in Islamabad it is yet to be seen whether the new establishment will support Musharraf's proposal.Indications are that the Government led by Asif Ali Zardari may not like to toe Musharraf's line leaving two alternatives with Delhi.Either New Delhi should settle all the bilateral problems through negotiations with Islamabad or attempt at bridging the gulf with the Kashmiri separatists.Political observers believe that wooing separatists is not as important for peace in Kashmir as removing trust deficit with Pakistan. |
