| HC issues directions for implementation of Rule 15 (4) of SRO 386 | | KAS seniority list | | EARLY TIMES REPORT
Kishtwar June 8:- The High Court has directed the government to implement Rule 15 (4) of SRO 386 to fix the seniority list of KAS officers.
The order was passed in SWP No.1215/2011 & CMP No. 1782/2011. The state government was directed to fix the Seniority of the KAS officers strictly as per Rule 15(4) of the KAS rule 2008. The tentative seniority of KAS was circulated under rules but not finalized under influence from some blue eyed officers who were trying to jump over in the Seniority list illegally by adopting baseless methods.
As per the reliable sources these officers are posted with politicians as Pvt. Secretaries and also in other important Departments from where they are exerting pressure on the GAD not to finalize Seniority till their vested interests are meted out. It is pertinent to mention that as per the 15 (4) rule the KAS Seniority is to be fixed strictly as per the availability of slots in particular year for each feeding services. There were no vacancies for some feeding Services but even then the influential officers managed their induction to the time scale of KAS in violation of Rule as one time exception and are now again manipulating to jump over the Seniority and thereby delaying the promotions of deserving officers.
Reliable sources say that large No. of posts of Additional Secretary or equivalent grades are lying vacant and the government work is suffering, as the post are laying vacant since long time, but the persons posted close to the power corridor are not allowing the finalization of seniority for vested interests which have no legal footing. This order is however subjected to the objection from other side with in four weeks from the date of the issuance of order by Honorable High Court.
