Where has it's promise of giving moon gone ? | | | During the election time political parties and politicians shout loud about their commitment to "tare toad key laayengay"(promising sky)but after they win the poll and form the Government they act like promise breakers without feeling shy of being dubbed as "shoe makers" as promise breakers are usually called.And the National Conference cannot be an exception to this Indian political phenomenon.One may not like to expose only the National Conference for its failure in implementing what it had promised or planned.But since the National Conference is in power,even if it shares power with the Congress it acts as a big brother to the party headed by Saif-ud-Din Soz, one is interested in knowing the range of the gap between its pre-poll promises and the implementation or fulfillment of those promises.One need not touch the issues related to the promises made by the PDP and the BJP during the 2008 Assembly elections because the two parties have not been in power which alone could help them in translating their words into action. The National Conference had promised moon to the people but during the last over two years it has not been able to provide the basic amenities to he people of the state.But its promise of giving people a corrupt free Government has remained an unfulfilled dream.In fact the Congress,which is part of the ruling alliance,has not made any significant conribution for the need to ameliorate the lot of the people of the state.With the coalition government in Jammu and Kashmir having completed over two years in power, the alliance partners - National Conference and the Congress - have been found to be wanting on the performance front. And this is notwithstanding the tall promises on good governance that the two parties made to the people of Jammu and Kashmir during the assembly elections in 2008.Just a peep into the “2008 Election Manifesto” of the National Conference reflects the promises which range from bigger political issues like restoration of autonomy, better coordination between Srinagar and Muzaffarabad, setting up of Truth and Reconciliation Commission to the governance issues like revival of the State Accountability Commission and giving more teeth to the State Vigilance Organization to end corruption. But as on date, almost nothing has translated into reality, indicating party’s dismal performance on the ground.
“We promise, if elected to power, to translate this manifesto in letter and spirit and re-establish the people’s faith in the system."The National Conference had made a determined commitment.Yes for securing greater autonomy for the state and for promoting better coordination between Srinagar an Muzaffarabad the National Conference leadership had to bank on the support of the central Government. On its own it could not have opened the doors for coordination between Srinagar and Muzaffarabad as it could not have declared that the state of Jammu and Kashmir is an autonomous province.But it could have easily revived the State Accountability Commission.It did it but it is amazing that for many months it has remained headless with the result it has not been able to make any contribution towards purifying the existing system of governance which smells like filth.It failed to give more teeth to the Vigilance Commission.Yes the Commission brought some fishes under its ned but it did not touch the sharks.And one would like to ask the NC leadership as to what happened to the Truth and Reconciliation Commission.Instead of fulfilling its pre-poll promises the National Conference led coalition Government failed to resolve the problem of unemployment.Its ambitious employment policy seemed to be simply an artificial ice-cream making one's mouth bitter.The problem of acute power and drinking water scarcity would remain as the main incumbency factor for the National Conference.The result is that even bitter critics of the erstwhile PDP led Government praise the performance of Mufti Mohd.Sayeed who had been able to promote peace and improve governance. |
