Rs. 25.50 cr earmarked for computerization of treasuries | | | EARLY TIMES REPORT SRINAGAR, JUNE 8- In significant move to bring entire cadre management in Government departments under Integrated Financial Management System, the State Government has launched a pilot project to switch over to web based Centralized Personal Information System (CPIS), to ensure efficient management and deployment of human resources available with the Government. The proposed system, besides cadre management which includes recruitment, transfer, promotions, GPF, leave etc shall also be linked in future with generation of pay bills by drawing disbursing officers (DDO’s) and budget system of the State. In the first instance, all the departments in Civil Secretariat have been brought under the ambit of CPIS. Announcing this at a high level performance review meeting of the Accounts Treasuries departments, Kashmir Division, the Minister for Finance and Ladakh Affairs Mr. A. R. Rather said that CPIS, sanctioned under the 13th Finance Commission Award, is scheduled to be rolled out by the Chief Minister Mr. Omar Abdullah within next two weeks. The Commissioner/Secretary Finance Mr. Sudanshu Panday, Director General Accounts and Treasuries, Mr. Wali Mohammad Bhat, Director Funds organization Mr. G. N Bhat, Director Audit and inspection Mrs. Urmilla Sharma, Senior Deputy Accountant General, Mr. Y. J. Dassi, Vice President J&K Bank Mr. Ab. Rauf and all the concerned treasury officers were present in the meeting. The Minister said that all the Government treasuries in 22 districts of the State are being computerized under Mission Mode project sanctioned by the centre under National e-governance action plan adding that Rs. 90 lakhs shall be incurred in each district for the purpose. “The Computerization project of Government Treasuries is targeted to be completed by the end of current fiscal”, Mr. Rather said adding that these steps would lead the State towards an integrated financial management system. Saying that treasury officers are watch dogs of the State exchequer, who have a pivotal role in the enforcement of financial discipline, the Minister enjoined upon them to be honest in duties and courteous in their behavior. He also urged for strict adherence of codal formalities while making payments adding that no officer would be spared for making excess payments than the budgeted allocation. “Financial Indiscipline shall not be tolerated at any cost”, the Minister reiterated.
